Under the general direction of the Financial Planning Manager, the Senior Financial Planning Analyst serves as a key contributor to the Authority’s long-term financial strategy and decision-making. This role leads the development of data-driven forecasts, performance analyses, and budget insights that guide the efficient use of public resources. The position requires strong analytical, technical, and project management skills to optimize financial systems, enhance reporting accuracy, and support strategic initiatives across the organization. This is an opportunity to apply financial expertise in service to the community, advancing the Authority’s mission of operational excellence and fiscal stewardship.

COMPENSATION : $90,000.00+ Based on Experience

ESSENTIAL FUNCTIONS

Lead the development of data-driven financial forecasts, dashboards, and performance metrics that support strategic decisions across the Authority’s operating divisions and capital projects.

Partner with internal stakeholders to enhance transparency and accountability through financial modeling, variance analysis, and long-range planning that reflect the Authority’s commitment to community service and fiscal stewardship.

Serve as a key liaison between Finance, IT, and operational teams to streamline reporting processes using tools such as Power BI, Excel, and ERP systems (Oracle).

Support capital planning and funding strategies for major infrastructure and development projects, aligning financial insights with community impact and growth.

Drive process improvement initiatives that modernize financial management practices, leveraging analytical rigor and project management skills to strengthen efficiency and trust in public resources.

Provides comprehensive support to the Financial Planning Manager and FP&A team in carrying out additional responsibilities and special projects as assigned.

Conducts forecast variance analysis and communicates variance drivers to finance leadership.

Participates in the overall development of the annual operating expense, revenue, and passenger budget.

Contributes to monthly forecast submissions to Finance.

Generates insights from financial analyses, interprets data, and communicates key takeaways.

Supports departments with monthly revenue and expense projections through the Enterprise Planning and Budgeting Cloud Service.

Maintains the cost center and account hierarchy associated with operating expenses in the Enterprise Planning and Budgeting Cloud Service.

Prepare journal entries and posts transactions, including fund transfers across departments and cost centers.

Creates, establishes, maintains, and audits financial records, accounts, ledgers, and journals related to forecasting

Provides inputs to the business plan and actual calculations of rates and charges.

Prepares presentation-ready materials containing financial and operational metrics for staff meetings and business reviews.

Supports key business initiatives with analytical and modeling assistance.

Manages the Authority’s SkyCenter common-area maintenance calculation and supports Commercial Real Estate Profit & Loss statements.

Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency / disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.
  • QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor's Degree Finance, Accounting, or related field.
  • Three (3) years of accounting and / or finance experience.
  • Or equivalent combination of education, training, and experience.
  • Must possess a valid Florida Driver License.
  • PREFERRED QUALIFICATIONS

  • Certified Public Accountant (CPA).
  • KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), enterprise business suite software, and the Microsoft suite of software products.
  • Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
  • Knowledge of budgetary procedures and controls.
  • Ability to collect, organize, and evaluate data and to develop logical conclusions.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to use a computer and related software.
  • Ability to recognize, analyze, and solve a variety of problems.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
