What you will do :

This position effectively processes procurement transactions and coordinates activities to meet business needs of the Department, through purchasing strategies, policies, and procedures. Responsibilities include demonstrating accuracy and thoroughness by interpreting and approving purchase transactions for proper coding, contract utilization, cost comparison, support justification, special routing requirements and available market resources; acquisition of technical and specialized commodity / services through procurement system platforms including

Ariba on Demand (AOD), Vendor Information Portal and State Purchasing Card Program; and professional development coordination by conducting new and continuous purchasing agent training to enhance task responsibilities in a manner that will achieve unit business objectives. Incumbent will promote improvement, efficiency, and effectiveness of procurement activities by

providing guidance on procurement rule, policy, and procedure to customers; and maintain and review computerized or manual records of items purchased in a concise, descriptive, cohesive, and well written manner.

How you will make an impact :

Provides technical and administrative assistance to Headquarters and Regional staff on purchasing issues. Conducts research and provides interpretations of policies and regulations relating to purchasing issues. Provides training through available media resources (phone, email, Teams) to support individual schedules alleviating urgent requirements with new

and current staff to enhance task responsibilities in a manner that will achieve unit business objectives.

Qualifications :

Experience in professional purchasing or procurement.

Experience with each of the following : data collection activities; Microsoft

Excel, Word, Outlook; providing written and verbal communication.

Knowledge, Skills, and Abilities

Knowledge of the methods of data collection and analysis.

Knowledge of basic management principles and practices.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Ability to conduct fact-finding research.

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Knowledge of flowcharting techniques.

Skill in Microsoft Office products (Word, Excel, Teams, PowerPoint,
