APPELLATE SERVICES ADMINISTRATIVE COUNSEL

DES is seeking an experienced and highly motivated individual to join our team as an Administrative Counsel of the Appellate Services Administration (ASA). This position will require a detail orientated, attorney, licensed in the State of Arizona. The Administrator is not only responsible for every facet of the management and operation of ASA, including the Office of Appeals and the Appeals Board, but will directly supervise the Appeals Board members, the Chief of the Office of Appeals, the ASA Operations Manager, and the ASA Compliance Manager.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

The State of Arizona strives for a work culture that affords flexibility, autonomy and trust. All work, including remote work, should be performed within Arizona, unless an exception is properly authorized in advance.

Job Duties :

Essential Duties and Responsibilities include but are not limited to :

  • Comprehensive managerial oversight over ASA including active engagement in and compliance with all federal, state and local reporting requirements.
  • Comprehensive understanding of the major DES programs that ASA conducts initial and secondary appeals for including applicable data analytics.
  • Supervise, direct, coach, discipline and evaluate direct subordinates including 360 reviews.
  • Attend and participate in meetings with supervisor, subordinates, and personnel from other divisions or administrations.
  • Oversee and directly handle personnel matters including hiring, discipline and performance evaluations.
  • Oversee and direct the development and implementation of policies, procedures and work processes.
  • Oversee ASA budget expenditures to ensure the efficient use of all resources within the limits of the available budget.
  • Collaborate and / or directly respond to complaints or inquiries from supervisor, hearing parties, Correspondence Control, Legislative Services, federal oversight agencies or other parties and stakeholders.
  • Propose, analyze and implement changes to statutes, administrative rules, policies and procedures.
  • Ensures the quality, accuracy and timeliness of all appeal decisions issued by ASA.
  • Oversee and direct communication external to ASA including Correspondence Control and Legislative Service inquiries, requests from federal and other state agencies, and the provision of statistical, financial and other reports.
  • Coordinate communication among, with regular visits to the various ASA units and offices to ensure efficiency of operations and performance that is consistent with ASA mission and goals.
  • Propose, analyze and implement changes to statutory and regulatory authority.
  • Identification and redress systemic issues through root cause analysis and the proposal and implementation of technological solutions including system modernization.

  • Selective Preference(s) :

    This ideal candidate for this position will have :

  • Seven or more years of direct experience in the practice of law. This can be litigation experience or before an administrative tribunal.
  • Five or more years employment experience as a supervisor or manager with preference for large subject matter diverse team leadership experience.
  • Employment experience with the following : Unemployment Insurance, Supplemental Nutrition, Cash Assistance, Medical Assistance, Vocational Rehabilitation, and Developmental Disabilities.
  • Direct experience drafting and editing legal pleading and other memoranda.
  • Pre-Employment Requirements :

  • Licensure by the State Bar of Arizona; Be in good standing without any pending disciplinary actions or inquiries.
  • This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply : Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
