Job Description
This Position is Contingent on Contract Award.
Under the direction of the National Program Director and in collaboration with the Office of the Chief Medical Officer (OCMO) of U.S. Customs and Border Protection (CBP), the National Accounting Budget Manager develops, implement, and evaluate the accounting and budgeting policies and procedures of the medical services contract in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. The National Accounting Budget Manager is directly responsible for the accounting and budgeting functions that impact medical services and collaborates with the management team in overall planning and execution of program directives.
This full-time position will work at a centralized contractor owned / operated location, or in a DHS / CBP owned / operated location, with overall organizational responsibility for all of the financial accounting, budgeting, and cash management activities of the medical support contract. The position may require visiting and, in most cases, working alongside uniformed Customs and Border Protection (CBP) Agents / Officers in secured federal facilities along the southwest border of the United States. As background, these secured federal facilities are staffed and monitored by CBP personnel and / or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit.
MISSION
CBPs Office of the Chief Medical Officer (OCMO) employs a trauma informed care model to provide frontline medical care for persons in CBP custody in accordance with Enhanced Medical Support Efforts CBP Directive (2210-004). This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical / Vocational Nurses, Paramedics, EMTs, Certified Medical / Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed.
Duties and Responsibilities
- Manage and direct all work performed in the contractor’s budget services unit / department / section and provide oversight, direction, development, and administration of the contracting firm’s budget to execute fully the Statement of Work (SOW) requirements.
- Coordinate, as needed, with the organization’s medical service staff assigned to the various medical units at U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, U.S. Border Patrol Border (USBP) Stations on any financial matters to fully execute contractor’s accounting and budgetary management in accordance with SOW and Federal Acquisition Regulations.
- Oversees the development, establishment and submittal of budgets, and the review of all program budgets and expenditures in accordance with DHS / CBP policies, plans and procedures, as directed by the Contracting Officer and the SOW.
- Effectively interpret and ensure compliance with Federal guidelines, regulatory statutes, and rules on use of funds to include DHS / CBP policies, plans and procedures.
- Effectively interprets all memorandum and directives from the DHS / CBP and if directed, Government Accountability Office (GAO) and the Office of Management and Budget (OMB) as well as memorandums and directive from DHS / CBP or from DHS Office of the Chief Financial Officer, to ensure compliance.
- Performs record keeping functions in accordance with DHS / CBP and DHS program policies and the system of records management.
- Attends general staff meetings and participates with any activities related to contract administration.
- Completes all annual training as applicable.
- May be required to travel.
- May be required to serve at various medical units within sector / region.
- Duties will be performed at the designated Contractor office facilities.
- May be required to travel to CBP headquarters for meetings or as needed.
- Will effectively create spreadsheets, diagrams, t presentations, and other forms of training or reporting.
- Creates other ad hoc reports and summaries, as needed, or requested by DHS / CBP, COR, or CBP Office of the Chief Medical Officer (OCMO)
- Works with OCMO to review and clarify any reporting requirements, address any auditing concerns or findings as needed.

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and / or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
Compensation| Min : 75k Max : 145k
