Position : Coastal Resources Scientist Manager

This position is only open to permanent, classified employees of CPRA.

Responsibilities :

  • Supervises staffing, budget, programmatic recommendations for coastal restoration monitoring, assigning tasks, ensuring quality control, and developing procedures for accurate ecosystem monitoring while managing budgets, performance indicators, and compliance with regulations.
  • Oversees operations of Hydrological Restoration Structures in the Calcasieu / Sabine Basin, monitoring water levels, salinity, weather, and tides to schedule and manage opening / closure events, coordinating with the operations contractor, and maintain communication with local authorities and stakeholders.
  • Assists in the preparation of scores of work and public bidding documents for annual operations contracts for eight hydrologic water control structures.
  • Establishes technical criteria for ecosystem monitoring, reviewing and approving monitoring reports, resolving scientific / technical issues, and providing consultation and advice on monitoring and rehabilitation of projects in the LRO area.
  • Coordinates with federal, state, local agencies, and private contractors to ensure ecosystem monitoring contracts meet required standards by reviewing invoices, and evaluating contractor and consultant performance.
  • Assists in evaluating proposals and bid packages for contract awards and reviews task proposals from surveying / engineering firms under existing CPRA contracts.
  • Represents CPRA at conferences, workshops, and public meetings, participating in policy-making committees, and maintain communication with government agencies, industry, and the public while responding to information requests from various stakeholders.

CPRA's Special Entrance Rate Policy establishes a minimum bi-weekly hire rate of $3,076.80 for the Coastal Resources Scientist Manager position. The maximum salary for the Coastal Resources Scientist Manager position is $126,256 annually.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS :

    A bachelor's degree in one of the following fields : biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

    A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

    A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.

    Job Concepts

    Function of Work :

    To manage staff involved in performing regulatory and / or non-regulatory measures to create, restore, enhance, protect, and preserve the state's coastal wetlands, marshes, flood plains, and other natural resources vital to the state's economy and / or the safety of its citizens (private, public, institutional, industrial, and governmental), and to protect the citizens of Louisiana with hurricane flood protection measures.

    LEVEL OF WORK : Manager.

    SUPERVISION RECEIVED :

    Usually direct from a Coastal Resources Administrator, but may receive supervision from higher level personnel.

    SUPERVISION EXERCISED :

    Generally direct over Coastal Resources Scientist Supervisors, but other subordinates may be acceptable with DSCS approval.

    LOCATION OF WORK :

    State agencies involved in coastal science activities.

    JOB DISTINCTIONS :

    Differs from Coastal Resources Scientist Supervisor by the presence of management responsibilities.

    Differs from a Coastal Resources Administrator by the absence of administrative responsibility.

    Examples of Work

    Prepares section budget requests, fiscal impact statements, etc. and defends before the State Budget Office and the Legislative Fiscal Office.

    Assists in the development and implementation of administrative and regulatory policy decisions; recommends policy and criteria for determining compliance with state and federal laws and regulations.

    Initiates, negotiates, and manages contractual agreements with other local, state, and federal agencies, consulting firms, and educational institutions.

    Maintains a high level of expertise and familiarity with existing and politically sensitive state and federal regulations or politically sensitive projects, and apprizes higher level personnel of potential problems.

    Maintains continuous liaison and coordinates activities with other local, state, and federal agencies.

    Assists in the development of Division comprehensive management plans, strategic plans, etc.

    Supervises and directs the implementation of quality control and quality assurance procedures necessary to ensure that scientifically sound and reproducible data are provided.

    Participates in the development of outreach efforts and provides technical guidance and support for these programs.

    Reviews conflicts between proposed activities and existing laws, policies, and Memoranda of Understanding with other agencies and advises the Administrator of situations and possible solutions; may serve as mediator in negotiations.

    Manages and directs a highly specialized environmental monitoring project or program involving strategic, comprehensive, and long-term environmental and / or ecosystem planning efforts.
