This position supervises a unit of professional staff who serve as lead staff to the Judicial Management Council, its workgroups, and other Supreme Court-appointed collaborative groups. The unit conducts legal and policy research and analysis and develops recommendations, detailed reports, proposed court rule and statutory amendments, and administrative orders for the council's or group's consideration and ultimately for the Supreme Court's consideration. This is a dynamic position focused on emerging issues facing the judiciary. Specific assignments change frequently based on the work of the Judicial Management Council and other projects undertaken by the judicial branch and assigned to the unit. This position reports directly to the Deputy State Courts Administrator and interacts with the State Courts Administrator and the court system's governing bodies.

The primary duties of this position include, but are not limited to:

• Provide lead staffing to the Judicial Management Council, its workgroups, and other Supreme Court-appointed collaborative groups, including meeting preparation, facilitation, and follow-up.
• Conduct legal and policy research and analysis; develop policy recommendations; and prepare detailed reports, administrative orders, and proposed court rule and statutory amendments.
• Draft bill analyses and legislative presentations, track legislation, and attend committee hearings, as needed.
• Provide staff support for the periodic revision of the judicial branch's long-range strategic plan and oversight of the plan's implementation.
• Supervise two professional staff, including selecting or recommending selection; training, assigning, and evaluating work; reviewing and approving timesheets and leave requests; preparing periodic performance evaluations; and counseling, disciplining, and terminating or recommending termination.
• Develop, present, and defend unit budget requirements; oversee and approve unit expenditures; and prepare financial forms and reports.
• Prepare and review contracts and memoranda of understanding, as needed.

Education and Training Guidelines: Education Bachelor's degree in business administration, public administration, court/judicial administration, legal studies, or a closely related field. Experience Eight years of related professional work experience, including five years in a supervisory or managerial position. Experience in research, planning, and policy development is preferred. A master's degree in a related social science may substitute for two years of the recommended non-management experience. A Juris Doctor from an accredited law school may substitute for three years of the recommended non-management experience. Preference will be given to applicants with a Juris Doctor from an accredited law school. Preference will be given to applicants who are members in good standing of The Florida Bar.
