Your Specific Responsibilities :
This position supports the Florida Department of Health in Leon (DOH-Leon) in response to health / medical emergencies resulting from terrorist acts, pandemics, hazardous materials incidents, or natural disasters. This position may be required to work beyond normal work hours or days in the event of a local, regional, or State emergency The position receives technical direction, projects, and tasking through the DOH-Leon Environmental Health Administrator.
Plan Preparation : Leads the preparation and editing of existing emergency operations plans. This requires an annual review of plans by the established deadlines. Ensures DOH-Leon staff are aware of and trained on the preparedness plans and have access to them when needed. Maintains current information and work plans for County Health Department Expectations.
Completes surveys, worksheets and responds to requests for information related to Public Health Preparedness.
Response : Responsible for developing and maintaining an up-to-date Special Needs Shelter staffing roster (emergency teams) and ensures readiness using Everbridge. Ensure all new employees are entered, assigned to a group and respond to drills within one hour. During actual emergencies, will send important information out to DOH-Leon staff. Acts in a lead role as part of an IC team during public health response incidents. Incumbent leads the activation of the SpNS Shelter acting as the Shelter Director.
Training : Leads the coordination of mandated PHP related training for DOH-Leon staff. Maintains knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS) demonstrated by completion of Department of Homeland Security, Federal Emergency Management Agency courses.
Exercises : Plans and conducts drills and full-scale exercises for DOH-Leon staff. Develops after action reports and improvement plans within 90 days of exercise. Participates with county partners in local, regional, and statewide drills and exercises.
Meetings : Attends all required meetings to meet expected requirements for preparedness program. Attends meetings, conferences, and workshops with local, regional, and state partners. Participates on internal committee and councils of the DOH Leon
Other : Performs other duties as assigned.
Required Knowledge, Skills, and Abilities :
- Must carry a DOH Leon cellphone. Knowledge of Federal, State, and local emergency response planning principles, practices, and procedures; to include but not limited to use of CPG 101 plans format. Knowledge of Florida ESF structure and operations; Knowledge of Department of Homeland Security (DHS) Homeland Security Exercise and Evaluation Program (HSEEP) concepts, practices, and procedures; Experience in developing, conducting, and evaluating training curriculum for CHD staff and partner agencies / organization; Ability to support the facilitation of multi-discipline. multi-jurisdictional planning meetings : Knowledge of NIMS and ICS, including completion of IS-100, IS-300, IS-400, IS-700, and IS-800, Ability to delegate for Preparedness Manager as needed. Ability to lift 50lbs and carry at least 10 feet. Must have a valid FL Driver’s License without encumbrances. Must be able to safely operate a county vehicle, rental vehicle, and pick-up truck as necessary.
