    According to the Local Law 97 (LL97) Implementation Action Plan (IAP) developed by NYC DCAS, as well as Local Law 101 of 2021 and Executive Order 89, DOT has an expanded responsibility to provide energy data and pathways to achieve emissions reductions targets (2025 and 2030) through increased project volume and more granular reporting. Achieving these goals requires a robust Energy Team, significant coordination with various DOT divisions, DOT Budget, sister agencies, and external entities

    DOT seeks to hire an Energy Analyst who will be responsible for enhancing the team's ability to manage data and process paperwork related to the DOT Energy Team.

    The Energy Analyst responsibilities will include the following :

    • Track and analyze energy usage data for DOT facilities
    • Analyze data and provide insights on sustainability initiatives and their impact on the agency
    • Document all energy project outcomes and calculate the energy and GHG reductions related to projects
    • Assist in brainstorming and developing energy-reducing projects / scopes of work for DOT facilities
    • Source materials and request quotes for energy project funding estimates
    • Manage the ACE and ExCEL application process for all DOT Facilities energy projects
    • Draft and submit Certificate to Proceed Applications to Office of Management and Budget for ACE projects
    • Work with the Deputy Director and Energy Manager to prepare reports and presentations
    • Develop contracts for the implementation of DOT energy projects
    • Submit and track orders related to the energy team
    • Prepare receiving reports and certify payments for vendors
    • Compile all documentation necessary to close out energy projects
    • Meet with DOT divisions to discuss energy projects
    • Meet with DCAS and other agencies to assist in the management of DOT energy projects
    • STAFF ANALYST - 12626

      Minimum Qualifications

      A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

      A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management; or in a related area.

      An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

      A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

      A combination of education and / or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

      Residency Requirement

      New York City residency is generally required within 90 days of appointment.
