Description
DEFINITION
Under the general direction of the Director of Facilities, the Facilities Manager is responsible for optimizing the maintenance and repair of assigned buildings, grounds, transit stations, transit platforms, and equipment to ensure that they are maintained in a safe and operational condition, and in accordance with any applicable federal, state, local, and regulatory laws, rules or guidelines. investigation and when necessary, discipline. The Facilities Manager is accountable for optimizing performance, achieving customer satisfaction and enforcing the highest ethical standards within the assigned team.
Distinguishing Characteristics
The incumbent must demonstrate a high degree of creativity, foresight, ethicsand mature judgment in planning, organizing, coordinating, and solving high level problems. This position is distinguished by its role in representing NCTD in the coordination of all phases of facilities maintenance. This individual must possess advanced knowledge of facilities and facilities-related equipmentand systems.
Supervision Received and Exercised
This position reports to the Director of Facilities.The incumbent has supervisory oversight for assigned staff and may also oversee the work of consultants and contractors. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required. North County Transit District operatesfacilities 24 / 7 / 365. Accordingly, job duties necessitate working beyond normal office hours including evenings, nights, weekends, and holidays to ensure optimum service delivery.
Examples of Duties
Essential Functions
Duties may include, but are not limited to, the following :
- Plans, monitors, and evaluates the day-to-day maintenance and repair activities of the Facilities Maintenance Technicians and maintenance contractors.
- Manage facilities, equipment, and property maintenance, including implementing, and supporting the Facility Management Plan.
- Maintains accurate records and prepare correspondence and periodic reports.
- Responds to priority / emergency situations and provides on-call assistance and service when needed.
- Supports capital program development and implementation.
- Supports the Director of Facilities to manage the budget for Department operations.
- Manages third-party facility maintenance service contracts to conform to local, state, and federal rules and regulations; District standards; inter-agency agreements and MOUs; other applicable governmental regulations; and NCTD issued permits and licenses.
- Responsible for facilities asset management, including condition assessments, inventories, and preventative maintenance requirements in accordance with the NCTD Transit Asset Management Plan.
- Prepares for and participates in audits by regulatory agencies.
- Ensure completion of work in compliance with the California Code of Regulations, and any other applicable rules and regulations, including but not limited to Federal Railroad Administration (FRA), Federal Transit Administration (FTA), and California Public Utilities Commission (CPUC).
- Responsible for hiring, training, supervising, reviewing, disciplining, and terminating subordinate staff as needed and in accordance with District policy.
- Responsible for ensuring compliance with respective Union agreements relative to staff supervision, scheduling, work assignments, etc.
- Perform other related duties as assigned.

Retirement :
CalPERS : NCTD participates in the CalPERS retirement program with benefit formulas of 1.5% @ 65. Benefits are calculated based on your age at retirement, the number of years of service credit with CalPERS, and the highest average pay rate in a 36 month period.
457 Deferred Compensation / 401(a) Plans : NCTD offers a voluntary Deferred Compensation savings plan through VOYA. Employees are eligible upon hire, and can contribute a designated percentage of their compensation into the plan in accordance with IRS limits. Additionally, NCTD matches 50% of employee 457 contributions, up to 8% of payroll (4% max contribution) into a 401(a) plan. Employees are vested in NCTD contributions over a 3 year period.
Medical Insurance : NCTD participates in the CalPERS medical insurance program and offers a rich variety of plans to choose from. NCTD contributes towards monthly medical premiums. If selected coverage is greater than the NCTD contribution, employees will pay the additional premium via pre-tax payroll deduction.
Dental Insurance : NCTD offers dental coverage through United Concordia with a PPO or DHMO option.
Vision Insurance : NCTD offers vision insurance through Medical Eye Services.
Life Insurance : NCTD provides group Life / AD&D insurance at no cost to the employee in the amount of $200,000. Additional, voluntary supplemental life insurance is available for the employee and eligible dependents at the employee's cost.
Long Term Disability Insurance : NCTD offers voluntary Long Term Disability Insurance at the employee's cost. Coverage up to 60% of your hourly wage ($6,000 / mo max) can be purchased.
Flexible Spending Account Plan : NCTD offers the following plans for pre-tax employee contributions :
