Brief Description of Duties and Responsibilities :

Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and necessary attendant travel in support of disaster relief efforts.)

This position is a part of OIR’s Examination Unit which conducts examinations of the affairs, transactions, accounts, records, and assets of each authorized insurer as required by Section 624.316, F.S. The primary duties, responsibilities, and educational requirements are taken from the National Association of Insurance Commissioner’s Financial Condition Examiners Handbook, which the Office has adopted by Rule, and the National Association of Insurance Commissioner’s Accreditation Program Manual. This position requires extensive training and education and requires the employee to exercise discretion and judgment in determining the appropriate action based on the financial condition and prospective solvency of the insurance company being examined.

This position performs duties related to complex insurer examinations.

Independently analyze complex operating and financing agreements, examination and investigation work papers, and contractor invoices to ensure accurate completion and timely submission to the exam manager in accordance with Florida Statutes, the Florida Administrative Code, relevant Office of Insurance Regulation (OIR) policies and procedures, the National Association of Insurance Commissioners (NAIC) Financial Condition Examiners Handbook, and as otherwise directed by the OIR, the Chief Examiner, or the Financial Examination / Analyst Supervisor. The analysis of complex agreements and work papers requires the use of advanced knowledge of accounting, finance, risk management and insurance, or actuarial science principles.

Review and evaluate contractor deliverables to ensure contractors remain within approved examination scope and budget amounts and to ensure no material matter of an examination or investigation remains unaddressed. Ensure discussions with contracted examiners and internal OIR staff are documented to verify occurrence and sufficiency of supervisory oversight.

Actively participate as a member of the financial examination team. Independently analyze and evaluate complex financial documents and complete examination research assignments, exhibits, and work papers. Participate in and successfully complete assigned areas of the OIR Practical Training and Talent Development for Examiners. The evaluation of complex financial documents and the completion of complex research assignments, exhibits, and work papers requires the use of advanced knowledge of accounting, finance, risk management and insurance, or actuarial science principles.

Participate in administrative hearings and other legal proceedings related to the above-described examinations and investigations, as required.

Participate in NAIC-related activities, and other professional development, as required.

Travel to and from examination location within and outside of Florida, as required.

Perform other related work as directed by the OIR.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES :

Knowledge of methods for locating, compiling, organizing, and analyzing financial data.

Ability to use logic and analysis to identify and correct problems.

Ability to use own judgment and make independent decisions.

Ability to effectively communicate both verbally and in writing.

Ability to establish and maintain effective working relationships with others.

Proficient with using Microsoft Office Suite and other computer software programs.

OTHERKSAs(Incumbent maylearnon job) :

Preference will be given to applicants withonemore years of professional experience in accounting, examining, analyzing or auditing financial statements.

Knowledge of legal and department regulations affecting operations of insurance or holding companies.

Skill in reading, comprehending, interpreting, and applying laws, rules, regulations, policies and procedures to determine compliance.

Ability to conduct moderately complex examinations and special audits to determine solvency of company and ensure that audit objectives are met.

Ability to continually improve knowledge of NAIC requirements, industry trends, and other matters materially affecting the examination.

SPECIAL NOTES :

This position requires a Bachelor’s degree or higher from an accredited college or university with a major in accounting, finance, risk management and insurance, or actuarial science.

Preference will be given to applicants with one (1) or more years of professional experience in accounting, examining, analyzing, or auditing financial statements.

Applicants will be required to complete an exam or work sample to evaluate their insurance knowledge and skills in reading, comprehension, and application of the Florida Statutes.

The starting annual salary for this position is $62,000.04.

Some travel required.

The work hours for this position will be 8 : 00 a.m. to 5 : 00 p.m., Monday-Friday.

This is a non-remote, on-site position located in Tallahassee, FL.

Employees of the Office of Insurance Regulation are paid on a monthly pay cycle.

This position requires a security background check, including fingerprint as a condition of employment.
