Job description

The Energy Services Geographic Information Systems (GIS) Manager is responsible for implementing and managing the GIS for Energy Services and recommending changes to the system to improve data quality, accommodate growth, and maintain reliability. The GIS manager supports a core of Energy Services GIS editors and users in technical activities and daily system maintenance for UNC utility spatial data sets. They provide technical leadership and hands on technical guidance to Energy Service GIS Users in geodatabase design, implementation, testing, quality assurance and quality control (QA / QC), and needed troubleshooting. They work with various utility stakeholders to gather and understand requirements for new spatial data related initiatives. They support and assist GIS users in data acquisition, maintenance, and sharing.

The GIS Manager provides GIS consulting services, directs all GIS based application systems development, reports, server / system architecture, and GIS system maintenance for UNC’s utility infrastructure. They also do hand-on data collection, map creation, data editing, and QA / QC of utility spatial data. The GIS Manager will respond to GIS mapping requests as needed.

While the GIS manager works closely with internal and external partners to understand customer needs, they will work independently on a day-to-day basis. The ideal candidate is a self-starter with proven experience working independently and in highly collaborative environments. They will also demonstrate a willingness to learn and bring new and innovative technologies in enterprise GIS for editors, users, and decision makers. Minimum Education and Experience Requirements Master’s and 1-2 years’ experience; or Bachelors and 2-4 years’ experience; or will accept a combination of related education and experience in substitution. Required Qualifications, Competencies, and Experience

  • Demonstrated experience with Environmental Systems Research Institute’s (ESRI) ArcGIS Pro, Enterprise and applications.
  • Demonstrated experience in a multi-versioned structured query language (SQL) Enterprise Spatial Database implementation.
  • Demonstrated experience gathering requirements to design and develop geospatial database and applications.
  • Demonstrated experience with system / user support for ArcGIS Enterprise.
  • Demonstrated experience developing procedures and guidelines for Spatial database management.
  • Demonstrated experience with ArcGIS Online and Portal.
  • Demonstrated experience sharing content (public and secured) and managing users and groups.
  • Demonstrated experience in GIS Project Management. Preferred Qualifications, Competencies, and Experience
  • Knowledge of Cloud Computing.
  • Knowledge of IT governance, operations, and project management.
  • Knowledge of ESRI’s Utility Network. Special Physical / Mental Requirements Physical Effort : Most of the workday is spent in a typical office setting and requires the use of computing equipment. Field work will also be required to verify the location of individual utility systems. Field work may include walking over unlevel terrain, bending, stooping, carrying surveying equipment, or entering confined spaces.

Work Environment and Conditions : Employee will work in business office type environment and will also be required to work in the field. This position requires working with hand-held GIS mobile devices and GPS systems. Field work may be on construction sites or busy traffic areas.

Machines, Tools, Instruments, Equipment and Materials Used : Personal computers, mobile devices, other electronic instrumentation, including, but not limited to, GPS surveying systems, printing and duplicating systems and equipment.

Visual Attention, Mental Concentration and Manipulative Skills : Good concentration is an important aspect of GIS and software design and support work. Visual attention to detail is required.

Employee must have cognitive ability to understand complex computer and database systems.

Safety for Others : Appropriate attention must be given to the health and safety of those who will be working in field inspection and documentation areas. Employee is responsible for safety of others working in an industrial plant environment with exposure to high voltage electrical equipment and high-pressure steam systems.
