Job Description
THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.
General Description :
The Texas Higher Education Coordinating Board (THECB) is seeking a Grant and Contract Specialist to assist the agency in ensuring compliance in its grant and contract awards. THECB currently provides leadership and coordination across Texas colleges and universities with the goal of promoting access to, and success in, quality higher education across the state. As part of this work, THECB currently manages over twenty (20) active grant programs, as well as a large volume of contracts. The Grant and Contract Specialist will work closely with agency legal staff and grant and contract managers to ensure proposed grant and contract awards meet applicable state, federal, and agency compliance requirements.
Duties of this position will primarily include coordinating, reviewing, evaluating, and reporting of grant and contract awards. The successful candidate will have excellent attention to details, effective communication skills, and extensive knowledge of state contracts and grant compliance and reporting requirements. The selected candidate will work in a small team environment under limited supervision, with considerable latitude for the use of initiative and independent judgment. The position will report to the Assistant Commissioner for Contracts, Procurement, and Grants.
General Duties and Responsibilities :
- Reviews grant agreements, Notice of Grant Awards (NOGA), and contracts for clarity and completeness;
- Applies all relevant state and federal laws, rules, and regulations, and internal agency policies and procedures to contract and grant reviews to ensure agency compliance;
- Advises agency grant and contract managers on applicable compliance and documentation requirements;
- Develops and / or coordinates process improvements for reviewing grants and contracts;
- Works closely with legal staff and grant administrators and managers to streamline processes and creatively solve problems;
- Reports executed grant and contract agreements, as required by law;
- Runs vendor verifications as necessary to ensure vendors are not barred from receiving state funds;
- Maintains necessary records to comply with state and federal audit regulations; and
- Performs other work as assigned.
