COMMUNITY HEALTH ASSISTANT II

This recruitment is being held to establish an open eligible list to fill current and future Community Health Assistant II vacancies within the Health Care Agency. This recruitment may also be used to fill positions in similar and / or lower classifications throughout the County of Orange.
THE AGENCY
The County of Orange Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual family and community health. Under the leadership of the Agency Director a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services Behavioral Health Services Correctional Health Services Public Health Services and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENT
The Behavioral Health Services (BHS) Division consists of the following areas : Adult and Older Adult Behavioral Health Children and Youth Services Quality Management Services Mental Health Services Act Office Data Analytics and Evaluation Crisis and Acute Care Services Substance Use Services and Forensics and Justice Involved. These divisions provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
THE PROGRAM
Adult and Older Adult (AOA) offers a full range of programs to adults with mental health conditions that are at risk of more serious issues without treatment and supportive services. These services range from Outpatient services which provide psychiatric medications therapeutic services peer support and other supportive services; to our Intensive Outpatient Services which serve individuals with the most severe symptoms who need more intensive and focused services. Intensive Outpatient Services utilize a whatever it takes approach to treatment and often provide field-based services in the community and visit clients in their homes to ensure needed treatment is being provided. AOA also offers Housing and Supportive Services for individuals with a serious and persistent mental illness who may have co-occurring substance use disorders Peer-run Wellness Centers Transportation Services assistance linking to Supported Educational and Employment Programs and includes Veteran services.
THE OPPORTUNITY
The Community Health Assistant II (CHA II) position is with the Program for Assertive Community Treatment (PACT) Intensive Outpatient program within BHS AOA. The PACT program provides specialty mental health services to Medi-Cal eligible and indigent adults living with a serious mental illness and / or co-occurring substance use disorders and who may have significant life functioning impairments and have had several psychiatric hospitalizations and / or incarcerations in the past year due to their mental illness.
The CHA II will operate the Clubhouse in the program to support clients through peer-based services including providing educational groups socialization opportunities and client-centered and recovery-focused activities in the Clubhouse or the community. The Clubhouse also provides a safe place for our clients to access resources to promote their growth and recovery.
In addition the CHA II will also be responsible for :
- Implementing best practices including but not limited to delivering client / patient-centered care and referring to appropriate services and support to clients with behavioral health conditions
- Educating clients experiencing behavioral health conditions about health wellness and recovery supports
- Developing creating and coordinating clubhouse activities calendars and flyers for client services
- Maintaining clubhouse activities and supplies and assisting with purchasing of clubhouse supplies
- Assisting clients by referring and connecting them to other behavioral health services including resources available online and in the community
- Participating in treatment team meetings and collaborating with program staff such as mental health workers mental health specialists clinicians psychiatrists nurses etc.
- Creating and maintaining a welcoming clubhouse environment for clients and staff
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have at least one (1) year of experience providing direct services and / or referring clients to community resources in behavioral health or mental health related programs.
In addition the ideal candidate will possess knowledge and / or experience in the following core competencies :

Physical Requirements
Possess vision sufficient to read standard text and a computer monitor; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand sit walk stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands arms and shoulders repetitively to operate a keyboard utilize office equipment and to write. Ability to operate a motor vehicle.
Mental Requirements
Possess the ability to independently reason logically to analyze data reach conclusions and make recommendations and decisions; possess the ability to remain calm and appropriately focused in difficult interpersonal situations involving diverse interests conflict and firm deadlines.
Environmental Conditions
Will be required to : work in an office and field environment where a high level of noise is present; drive to community sites and to meetings; work some evenings. Must be able to work at different sites with little advance notice.
RECRUITMENT PROCESS :

Eligible List
Once the assessment has been completed HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
