GENERAL DESCRIPTION : Performs complex (journey level) records management and policy work. Work involves reviewing records and policy, and maintaining procedures, manuals and policies, rules, and regulations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES :
1. Process disposition logs and quarterly audits for Records Management. Review and approve audits; conduct random audits agency wide to ensure compliance and follow up with noncompliant divisions.
2. Monitor the Records Management inbox and respond to queries, schedule training, and provide email updates and reminders to RMLs as needed about policy and statute changes; responsible for sending quarterly reminders; retention schedule amendment submission; and eligibility of destruction of boxes.
3. Audit and maintain the DPS Records Retention Schedule. Process requests for amendments to the Records Retention Schedule from RMLs as needed for submission to TSLAC.
4. Assist with changes to the DPS General Manual regarding Records Retention practices; serve as a resource to DPS Records Management Liaisons.
5. Assist divisions with making and requesting changes to policy manuals; process revision requests for approvals; incorporate approved manual revisions into updated documents; and publish on DPSnet.
6. Coordinate policy changes by divisional vote and assist with routine cycle reviews of chapters in the General Manual; ensure every chapter is reviewed on a regular cycle.
7. Facilitate trainings (video and / or in person) for records management practices, policy and statue requirements; create job aids to educate divisions on specific topics; schedules, emails, roles, etc. for use during training sessions.
8. Monitors and maintains the SharePoint Site; responsible for maintenance, updates, and additions / changes.
9. Assist with agency storage on site at DPS (F5 Building / SharePoint Storage Log) and at State and Local Records Management (SLRM) Center (located off Shoal Creek). Works with divisions to coordinate all documentation for transfer of records for storage and / or archival.
10. Prepare dashboards, reports and summaries related to records management program.
11. Monitor the status of applicable legislation that impacts the division, assign legislative bill analysis and fiscal notes.
12. Perform other duties as assigned.
Qualifications :
The GENERAL QUALIFICATIONS and REQUIREMENTS :
Education - Graduation from a standard senior-high school or equivalent is required.
Experience - Minimum of one (1) year experience performing records management or policy review, writing, implementation or office management, business administration or project management experience.
Substitution Note : Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.
Licensure and / or Certification - If driving is required must possess a valid driver license from state of residence.
Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures; extensive knowledge of legislative process and analyzing proposed legislation; extensive knowledge of records management programs.
Supervisory / Managerial / Leadership Skills - Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal / budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working / professional relationships with internal / external customers.
Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation / Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.
Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and / or present research and conclusions in a clear and concise manner.
Analytical Reasoning / Attention to Detail - Must demonstrate an ability to examine data / information, discern variations / similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, Tableau) and be able to learn new software / systems.
Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws / statutes / policies related to access, maintenance and dissemination of information.
Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results / risks, and must be able to comply with safety standards and best practices.
Travel and / or Schedule - Telecommuting up to 4 days per week. Ability to travel overnight, in-state, up to twenty-five (25) percent and work non-normal business hours, including, weekends and holidays as necessary.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
