Program Analyst (Title 32)

Duties As a PROGRAM ANALYST (TITLE 32), GS-0343-9, you will serve as the analyst and consultant for the management and administration of programs within the directorate or division. Major Duties - This is NOT an all-inclusive list:

• Review, evaluate and analyze obligations and expenditures.
• Prepare directorate or division summaries from reports submitted by Major Subordinate Commands (MSC)*.
• Summarize and interpret significant data collected and relates this data to the organizations program actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans, and estimates to determine cause and impact on missions.
• Assist management in interpretation and utilization of reports and information provided.
• Develops various visual media to present trends, performance status, capability and related management information.
• Aid functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiates methods to operate under the new or revised system.
• Provide recommendations to subordinate organizations for proper management of programs.
• Recommend funding allocations and monitor expenditure to ensure allocations are being utilized as planned and are not being exceeded.

Requirements Conditions of employment

• This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• Participation in direct deposit is mandatory.
• This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications AREA OF CONSIDERATION : The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,

• The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
• The SECOND area of consideration will be all current Federal Employees.
• The THIRD area of consideration will be all Federal re-employment eligible.
• The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
• The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted/Warrant Officer/Officer - Maximum Rank of O6 GENERAL EXPERIENCE : MUST possess experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE : GS-9 Level MUST possess at least 1-year of specialized experience at the GS-7 Level; experience, education, or training which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
