Position : Acquisition Program Manager
Location : 4141 Petroleum Drive, Fort Sam Houston, TX 78234
Schedule : Work schedule is normally M-F 0800-1700.
Mandatory Qualifications :
The contract employee shall possess at least a bachelors degree.The contract employee shall have at minimum an Acquisition Professional Development Program (APDP) Level I certification in Program Management or a Program Management Professional (PgMP) certificate.The contract employee shall have at least three (3) years demonstrated experience working as a Program Manager in a military environment.The contractor employee shall have recent and relevant experience within the past 5 years in Program Management, to include acquisition and program management principles, and knowledge to guide program and project accomplishment through the various phases o acquisition lifecycle.The contract employee shall have experience reviewing cost, schedule, and activity reports on projects, as well as performing cost, schedule and performance analysis.The contract employee shall have strong coordination, organization, teaming, and communication abilities, to include speaking English fluently.The contract employee shall possess experience completing tasks independently or with minimal guidance from others.Must have an active Secret Level Security Clearance.Highly Desired Qualifications :
Experience using CCaR.Experience with some or all tasks within this PWS.Responsibilities :
The contractor employee shall be responsible for providing program management expertise to support day to day operations within the Bioeffect Division portfolio, to include applying acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle.The contractor employee shall perform all tasks within this PWS in a professional manner.The contractor employee shall follow in-place and help develop administrative and monitoring support tools as required to perform daily operations associated with establishment, maintenance and oversight of research projects.The contractor employee shall participate and assist with guidance in the development of strategic and tactical acquisition planning, by defining the scope, cost, schedule, and performance parameters necessary to successfully complete projects within the Bioeffects Division.The contractor employee shall demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions, and work with the project / program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.The contractor employee shall possess and / or engage in learning defense acquisition and research policies and regulations and recommend appropriate action consistent with those guidelines.The contractor employee shall proofread and edit project plans, research proposals, and data collected by program management team and / or support staff members for accuracy and consistency.The contractor employee shall identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk.The contractor employee shall assist with all necessary contracting activities required to support project contract awards within the portfolio. This shall include assisting with the preparation of a statement of work with key input from Government and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded.The contractor employee shall assist with the design and implementation of contractual and financial execution of a project / program through designated phases of the acquisition cycle for which no closely related precedents exist.The contractor employee shall utilize financial / programming data systems to retrieve, process, and synthesize information, generate reports to support analysis, and document requirements for additional system capabilities. The contractor employee shall be / become familiar with financial systems including the Comprehensive Cost and Requirement (CCaR) System.The contractor employee shall perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.The contractor employee shall provide technical guidance, advisory support, and assistance on a wide range of research management issues.The contractor employee shall participate and provide expertise to the executive levels within the Government and to contract / industry representatives. If requested, the contractor employee shall participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance Wing.The contractor employee shall demonstrate proficiency in Microsoft software programs which include : Word, Outlook, PowerPoint, Excel.The contractor employee shall be able to acquire competency in program management and government business applications to support the expansion of electronic products required for project reporting and management delivered to Major Commands, management officials and identified program / project stakeholders (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).Advents benefits program includes comprehensive medical, dental and vision care, matching 401K, vacation time, sick time, life insurance, disability coverage, and other benefits that help provide financial protection for you and your family.
