About this Job

The Division of Administration / Office of State Lands has a vacancy. This job title has an assigned pay grade of AS-619.

The Office of State Lands-also known as the State Land Office -is responsible for the identification, administration, and management of state public lands and water bottoms. OSL functions include :

  • Ensuring the highest economic return and maximum public use possible of our state public lands and water bottoms
  • Consulting with clientele all having varying degrees of interest in public lands, navigable water bottoms and the minerals thereunder
  • Revenue generation through land and timber sales, surface and sub-surface leasing, issuance of rights-of-way and surface and sub-surface agreements and water bottoms permitting
  • Protecting the state's proprietary interests in its lands and water bottoms

The Historical Records and Public Lands Inventory Section within Office of State Lands plays a critical role in :

  • Maintaining a centralized database of immovable property owned by State agencies
  • Maintaining and preserving the State's historical land survey and sales records
  • Managing lands and associated records that have been adjudicated to the State for non-payment of ad valorem taxes between 1880 and 1973
  • The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following :

  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
  • Minimum Qualifications

    Six years of experience in a lands administration field; OR

    Six years of full-time work experience in any field plus three years of experience in a lands administration field; OR

    A bachelor's degree plus three years of experience in a lands administration field; OR

    An advanced degree plus two years of experience in a lands administration field.

    EXPERIENCE SUBSTITUTION :

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties :

    Maintains and researches various collections of documents and databases within the Office of State Lands. Reviews, analyzes, and inventories various legal contracts or agreements regarding the conveyance, leasing, or granting of servitudes or rights of way. Maintains, organizes, researches, analyzes, and reproduces original land title records and state tax adjudicated land title records and the annotations thereon in response to requests from various clientele. Research various collections of historical land documents and databases to create reports regarding the severance of property in the State of Louisiana.

    Maintains State Tract Book pages reflecting sales of State-owned lands. Responsible for maintaining records of over 200,000 state tax adjudicated properties and all actions taken thereon. Updates and maintains the inventory and status of the State's tax adjudicated properties in the State Lands Information Management System (SLIMS) database. Maintains the OSL Online Document Management System relative to scanning documents and / or editing document images. Assists with the maintenance of the inventory of State lands and buildings (SLABS) in the Real Estate Module of the LA-Gov ERP system. Serves as liaison between OSL's SLABS inventory program and inventoried agency personnel to advise them on procedures and requirements for inventorying State-owned or leased lands and associated encumbrances. Assists with the scanning and imaging of deteriorating historical land records and maps.

    Research land title / conveyance records to determine the proper legal descriptions of tax adjudicated properties and surplus properties requested to be sold via public bid. Utilizes various state and parish GIS records to determine location and create maps of tax adjudicated properties. Prepares public notices and coordinates with the official state and parish journals to ensure that sales of state tax adjudicated properties and surplus properties are advertised in accordance with law. Coordinates the scheduling of sales of tax adjudicated properties with parish officials (tax collector).

    Processes applications for redemption / cancellation of adjudicated properties by private landowners or their agents. Guides landowners, title attorneys, title abstractors, industry representatives, and State, Federal, and parish officials on the various land-use laws, statutory requirements, and administrative procedures relative to state tax adjudicated properties. Assists with the preparation of legal documents / certificates for filing in the conveyance records of the parishes.

    Prepares State land patents for the Commissioner of Administration's and the Governor's signature and issuance on behalf of the State of Louisiana. Maintains State Tract Books with updated patent information in accordance with sales of lands never previously severed from the sovereign.

    Reports on State land records and the information they contain. Corresponds with and explains to clientele the relevance of U. S. and State public land laws regarding severance from the sovereign, historical tax adjudications, policies / procedures affecting their particular property. Advises landowners and / or their agents, and other interested persons, of actions required to redeem, cancel, or advertise for sale State tax adjudicated properties based on research findings. Provides customized reports of State land and building information as requested.

    Monitors proposed legislation affecting State tax adjudicated properties, the inventory of State-owned lands and buildings, and the stewardship of historical records under the custody of the Office of State Lands.

    What is experience in the Lands Administration Field ?

    Experience in the land administration field includes, but is not limited to : experience in land title research, land abstracting, property record management or real estate; land appraisal experience as a licensed appraiser; land surveying experience as a licensed surveyor; and land administration or public document administration experience in a professional government position.
