PROGRAM SPECIALIST IV-DOE - 48003680

The EPC operates with a small staff. The PSIV position serves as the Clerk of Court for the EPC and is responsible for all hearing functions of the Commission. These responsibilities are necessary to the functions of the EPC. This position acts as the Hearing Manager by determining agendas, setting case dockets, assisting with securing sites for hearing facilities, and oversees the compiling of all hearing materials. The incumbent will be responsible for setting deadlines for mitigations and communicating those deadlines to educators and applicants. This position will assist with implementing decisions of the Commission and establish standard practices and updating documents as needed. This position will perform all duties required of a Clerk of Court and functions as the EPC's Clerk of Court. The PSIV will consult with, and aid where needed to legal counsel, provide direction and training to Commission members, and provide technical assistance to client groups in order that each individual whose case is filed with the Commission is given full due process of law.

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions :

General Requirements :

  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.
  • The employee must interact courteously with others.
  • The employee's performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
  • Upholds and performs duties and responsibilities of the EPC based upon applicable rules and statutory requirements.
  • The employee must employ management practices and principles according to guidance from the Executive Director and DOE.

Specific Requirements :

  • Responsible for opening and closing agendas, docketing cases on agendas and preparing agendas for publishing.
  • Responsible for setting deadlines for mitigation and communicating those deadlines to educators and applicants.
  • Reviews Election of Rights, mitigation, and any other case document to ensure cases are heard in the proper forum.
  • Ensures the proper structure of EPC's paperless system.
  • Assists with implementing decisions of the Commission, establishing standard practices and updating documents as needed. Maintains a vigilence for improvement and accountability, assisting with or managing new and existing projects, objectives and goals to move the Commission forward.
  • Ensures all key data are tracked and reported.
  • Recommends EPC's annual hearing calendar to the Executive Director based on zoning objectives and other Commission priorities.
  • Proposes hearing panel scheduling to the Executive Director based on statutory requirements, hearing zones, member training and planning / committee meetings and member rotation.
  • Responsible for training and overseeing all information entered into external databases such as NASDTEC, DOAH and ICMS.
  • Consults with and provides assistance where needed to legal counsel, provides direction and training to Commission members, and provides technical assistance to client groups in order that each individual whose case is filed with the Commission is given full due process of law.
  • Responds to inquiries from interested parties about the scheduling of hearings and issuing of final orders.
  • While the Legislature is in session, tracks all proposed legislation regarding archiving, public records and exemptions.
  • Acts as a leader within EPC's Administrative Offices.
  • Performs all other duties as assigned.
  • Attendance at work and at hearing are essential job functions.
  • Manages the preaparation, accuracy and timeliness of Final Orders.
  • Manages the Final Order Index electronically and determines appropriate Index Numbers based on EPC Rules and applicable statutes.
  • Maintains an official log of all Orders not indexed and the basis for not assigning and Index number.
  • Knowledge, Skills, and Abilities :

  • Ability to use WORKS.
  • Ability to understand and apply Florida Statutes and FDOE rules and policies.
  • Knowledge of internal control concepts
  • Ability to analyze and interpret case files.
  • Ability to solve problems.
  • Ability to communicate effectively verbally and in writing.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to produce accurate and timely information under tight timeframes, balance multiple and competing priorities, and maintain goal-oriented behavior and performance expectations.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of Policies, practices and procedures affecting ESE and related federal laws and regulations, state statues and rules.
  • Knowledge of Microsoft Office software, including Outlook, Word, PowerPoint, and Excel
  • Minimum Qualifications :

  • Knowledge in the following databases NASDTEC, DOAH, and ICMS.
  • Basic knowledge of administrative legal functions.
  • Ability to communicate effectively including verbal and written communication.
  • Ability to travel.
  • Ability to proof work product.
  • Ability to read and interpret Administrative Law documents.
  • Preferred Qualifications :

  • Preferences will be given to applicants who have excellent writing skills, presentation experience and an educational legal background.
