Job Overview
XPECT Solutions is looking for an experienced, motivated, and organized Program Manager to support their Federal Customers in Washington, DC. This role will work supporting the FBI’s Office of Public Sector (OPS), playing a pivotal role in advancing the Bureau’s mission to strengthen national security through enhanced collaboration with the private sector. As the Program Manager you will lead a team responsible for a broad range of technological and strategic responsibilities—from developing secure digital platforms and testing emerging technologies, to crafting impactful communication products and participating in Interagency working groups. By helping design innovative solutions that foster trust and engagement, you will contribute to the FBI’s efforts to build resilient partnerships that protect the nation’s people, infrastructure, and information.
Core Responsibilities (will be but not limited to)
Develop major concepts, initiatives, processes, procedures, PM tools, and programs.
Assess and enhance programs : Requirements Definition, Strategic Planning, and Stakeholder Analysis.
Generate Project Charter, Project Management Plan, and After-Action Reports.
Utilize Agile Scrum methodology and risk‑management tools to enhance project tracking, coordination, critical path analysis, and de‑conflict with other projects.
Prepare and facilitate informal workshops briefing and applying project sponsor processes, procedures, and program‑management best practices for government audiences.
Develop project metrics and performance standards based on the project milestones and outcomes.
Provide consulting support to the operational management team and support personnel in project‑management principles, techniques, and processes including assessing project status, reporting, progress tracking, control gates, data management, project communication, risk analysis, and stakeholder involvement.
Manage project portfolio and PMR process to provide oversight for the customer, and assist operational management in tailoring presentations for executives to establish win / win partnerships.
Directly support the operational management team in executing their programs, preparing briefings, documentation, and working with customers, stakeholders, and team members to provide an integrated solution.
Organize, update, and maintain information repositories including documentation, master schedules, collaboration tools, and a wide range of strategic and tactical information.
Prepare and update profiles and develop contingency‑planning documents.
Manage personnel, including identifying and vetting candidates and performance management.
Requirements
Active Top Secret clearance with the ability to obtain an SCI.
Master’s degree or bachelor’s degree + 10+ years of program‑management experience.
PMP certification or demonstrated mastery of complex federal program leadership.
Comprehensive and thorough knowledge of business‑case analysis, creative problem solving, decision briefing, project‑management processes, project activity implementation, and risk management strategic planning.
Experience in managing multi‑task contracts and subcontracts of various types and complexities, as well as experience in leading a multi‑vendor environment.
Experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
Microsoft Office 365 suite tools experience (e.g., Word, Excel, Power BI, Power Apps).
Excellent communications skills, both written and oral.
Excellent interpersonal skills.
Preferred Additional Skills and Qualifications
PMP certification.
