The Assistant Director plays a key role in managing the Division of Threat Management and Prevention. This role supports programs in violence prevention, behavioral threat assessment and management, public health preparedness, Clery Act compliance, and campus climate initiatives, ensuring alignment with national best practices, legal standards, and university policies. This role facilitates interdisciplinary coordination, case management oversight, and data-driven approaches to campus safety and compliance.

Duties & Responsibilities

• Assist in managing case tracking, documentation, and analysis, ensuring data integrity and compliance across behavioral threat assessment and management (BTAM) cases involving students, employees, and external individuals.

• Support the case intake and triage process, coordinating with Office for Access and Equity, UIC Human Resources, and the Office of the Dean of Students to ensure timely and appropriate responses to reports of concerning or threatening behaviors.

• Assist in conducting initial threat and risk assessments, using evidence-based methodologies to evaluate threat levels and determine appropriate intervention strategies.

• Research and compile background information on subjects of concern, including use of open-source intelligence and institutional databases. Gather any additional pertinent information or seek clarification from reporters as necessary.

• Utilize evidence-based practices, such as structured professional judgment tools and researched-based methodologies, to assess and mitigate threats involving students, faculty, staff, and external actors.

• Coordinate and facilitate Behavioral Threat Assessment Team (BTAT) case review meetings, ensuring thorough documentation, timely follow-ups, and effective to internal and external partners.

• Maintain high standards for case documentation in compliance with institutional policies applicable laws.

• Collaborate with law enforcement, student affairs, mental health professionals, faculty, and university and UI Health leadership to foster a culture of early intervention, risk mitigation, and resilience.

• Monitor case progress, track intervention effectiveness, and analyze outcomes to improve threat assessment strategies and refine prevention efforts.

• Participate in BTAM “on-call” coverage to provide real-time response and consultation.

• Assist in developing and implementing BTAM-related policies and protocols, ensuring alignment with university, legal, and ethical standards (, FERPA, HIPAA, Clery Act, Title IX).

• Facilitate coordination of relevant operations across complex, varied systems to assure comprehensive implementation and management of BTAM and Clery Act programming with key partners.

• Facilitate integration of data collection, sharing, and analysis across multiple databases to ensure a comprehensive and data-driven threat management approach.

• Develop metrics and tools for early detection of emerging behavioral threats, trend analysis, and evaluation of BTAT effectiveness.

• Support consistent implementation and management of BTAM (and Clery Act) programming across UIC and regional health sciences colleges, enhancing coordination between the Office for Access and Equity, Office of the Dean of Students, regional authorities, and other key partners.

• Represent the Division of Threat Management and Prevention in daily coordination with the Office for Access and Equity and the Office of the Dean of Students, ensuring real-time collaboration on active cases and policy/procedural alignment.

• Engage in outreach and partnership efforts with the FBI's Behavioral Threat Assessment Center and the Secret Service National Threat Assessment Center to advance institutional knowledge and interagency collaboration.

• Provide administrative support for BTAM operations and team(s), as well as Clery Act compliance programming to ensure coordination, accountability, and operational efficiency.

• Participate in the development and facilitation of training programs for faculty, staff, and students on violence prevention, Clery Act compliance, and emergency preparedness education.

• Support the development, review, and publication of key university reports, including the UIC Violence Prevention Plan and Annual Security and Fire Safety Report.

• Assist in coordinating and facilitating specialized training and exercises for BTAM team members, incorporating case-based learning and evidence-based risk assessment models.

• Assist in the design and delivery of training and exercise programs on the UIC Violence Prevention Plan and Emergency Operations Plan.

• Assist the Director in the operational oversight of the Division, aligning strategic goals with the university’s safety, security, and compliance objectives.

•Maintain alignment with federal models and best practices such as those developed by the FBI's Behavioral Threat Assessment Center and the Secret Service National Threat Assessment Center.

• Participate in the assessment and evaluation of performance standards to ensure BTAM operations meet evolving best practices in threat assessment, violence prevention, and compliance.

• Contribute to a culture of continuous improvement, equity, inclusion, and collaboration within the Division.

•Assist in monitoring and tracking resource allocation to optimize case management efficiency and institutional response capabilities.

• Support the Campus Emergency Operations Center (CEOC) and Campus Incident Response Team (CIRT) during critical incidents.

• Collaborate with OPR team members on public-facing safety initiatives, including mobile applications, website content, marketing materials, and social media campaigns.

• Perform other related duties and participate in special projects as assigned.

Minimum Qualifications

  • Bachelor’s Degree in Public Health, Threat or Risk Management, Homeland Security, Public Administration, Social Work or related field
  • Demonstrated experience coordinating campus or workplace violence prevention programs, complying with the requirements of the federal Jeanne Clery Campus Safety Act (Clery Act), Illinois Campus Security Enhancement Act of 2008.
  • Strong planning, operations, and continuous process improvement experience.
  • Experience in building and maintaining collaborative relationships with various stakeholders.
  • Highly developed interpersonal, organizational, analytical, problem-solving and communication skills.
  • Ability to use independent judgment in highly sensitive situations and make decisions in a crisis.
  • Skilled in presenting information to diverse stakeholders.


Preferred Qualifications
  • Master’s Degree in Public Health, Threat or Risk Management, Homeland Security, Public Administration, Social Work or related field.
