Position Summary :
The Human Resources and Payroll Director is responsible for overseeing the strategic and operational functions of the HR and payroll departments. This role ensures the organization's human capital management aligns with business goals and that employees are paid accurately and on time. The Director leads workforce planning, employee relations, compensation and benefits, payroll processing, compliance and talent development.
Key Responsibilities :
- Develop and implement HR strategies aligned with the company's business objectives.
- Acts as a strategic advisor to senior management on key organizational and human capital matters.
- Drive initiatives to improve employee engagement, retention and performance.
- Oversee all HR functions including recruitment, onboarding, training and development, performance management and offboarding.
- Design and implement policies and procedures that promote a fair, inclusive and productive workplace.
- Monitor HR metrics and generate reports to track performance and trends.
- Manage and process payroll to ensure timely, accurate and compliant payroll transactions.
- Maintain payroll systems and records and ensure compliance with tax regulations and labor laws.
- Liaise with Finance and IT to integrate HR / payroll systems with accounting and payroll platforms.
- Ensure compliance with all federal, state, and local employment laws and regulations.
- Manage audits both internal and external, related to HR and payroll activities.
- Handle sensitive employee relations issues, investigations and disciplinary actions.
- Administer health, retirement, and wellness programs in collaboration with external vendors.
- Analyze market trends to ensure alignment with industry benchmarks.

Qualifications :
Bachelor's degree in human resources, Business Administration, Accounting or a related field; preferred not required5+ years of progressive HR and payroll experience.In-depth knowledge of Nextgen as it relates to payroll.In-depth knowledge of Teachers Retirement System and PEEHIPStrong knowledge of employment and payroll laws and regulationsExcellent leadership, interpersonal, and problem-solving skills.High integrity and ability to handle confidential information with discretion.Salary Range : Salary is based on a board-approved salary schedule based on rank, certification and experience.
Evaluation : The performance of this job will be evaluated according to the provisions of the Board's policy on personnel evaluation.
