The Analyst of Human Resources Information Systems performs work of considerable difficulty serving as a technical point person for supporting human resources information systems.
In brief, this position exists to :
- Protect investments the college has made in HR technology
- Further automate very complex and paper-driven HR processes
- Improve the quality of HR services and productivity creating collaboration and transparency
- Get consumable data into the hands of executive leaders, supervisors and stakeholders for driving action and informing policy decisions while ensuring compliance with regulatory, contractual, and procedural requirements.
Essential Duties :
1. Issues, Requests and Projects
Provide leadership and direction to end users by responding to inquiries regarding errors, problems, questions and new requests related to human resources information systems and providing appropriate resolution.
This includes, but is not limited to, Ellucian systems (Colleague, Self-Service), ImageNow, Entrinsik Informer, eTalent, eTime, Online Org Chart, Bottom Line Technologies (paycheck printing)
- Serve as first point of contact for end users of human resources information systems on system technical issues.
- Interpret business requirements and translate into technical requirements to develop resolution. This may include writing a specification document so Application Development can make necessary changes or develop reports using a reporting tool such as Informer.
Provide oversight and coordinate assigned projects for human resources information systems leading project teams, creating and updating project plans and test plans, identifying requirements, defining project scope, writing new and updated procedures, and working with the project team to complete tasks within planned schedules and budget requirements.
- Provide periodic updates on issues and project progress to team and other identified stakeholders.
- Research and resolve technical and project issues and escalate to Senior Director of HRIS when necessary.
2. Systems Management and Maintenance
Data Integrity Control -collaborate with others in IT and the Senior Director of HRIS to maintain data integrity, ensure data quality and to provide the technical services necessary for the development, maintenance and quality control functions pertinent to human resources information systems.
With management, ensure that data security access is appropriately assigned for staff responsible for human resources information system functions.
- Review current government tax forms (W-2, 1095-C) for changes, software patches related to tax forms
- Configure Colleague communications management, parameter settings and rules as well as key system codes such as tax tables, salary tables, benefit rates, leave accrual rates, SURS deductions, and fee schedules.
It is critical that this information is entered correctly and in a timely manner to prevent payroll or benefit miscalculations that negatively impact the college or employees, audit findings or regulatory compliance issues and penalties.
Collaborate with Senior Director of HRIS and Senior Director of Data Quality to analyze programming changes needed each year in order to stay in compliance with ever-changing ICCB MIS requirements.
Work with human resources to test and validate data after the Senior Director of Data Quality provides reports.
- Create, run & distribute reports as requested or needed pertaining to human resources information system functions.
- Update human resources content on my.elgin.edu and the elgin.edu.
- Assist in design, implementation, enhancement and maintenance of HR processes, providing guidance in developing programming specifications;
testing results and communicating changes.
- Review and stay current with Ellucian patches and perform system testing to identify any potential operational impact and document results of testing
- Perform testing as needed when human resources information systems from other vendors are upgraded.
3. Documentation and Training
- Prepare and maintain end user procedural documentation as needed to support task resolution and project activities.
- Create and maintain human resources information systems technical documentation
- Provide necessary updates to ticket tracking systems to document issues, requests, maintenance checks and project tasks.
- Train end users on how to use supported human resources information systems.
- Attend various system training and networking events to keep up-to-date with current feature / functionality to share with end-users
