The Prince George's County Office of Information Technology is currently seeking qualified applicants to fill an Associate Director of Governance position, in the IT Governance Division.
This is highly responsible management-level professional, supervisory, and administrative work with the overall responsibility for managing all Governance divisions within the Office of Information Technology (OIT). Incumbent plays a key role by assisting the Director / Chief Information Office (CIO) in the continual overall appraisal of comprehensive departmental programs and activities. Work is performed independently under the general supervision of the Director / CIO and is evaluated according to the degree to which established goals and objective are accomplished.
The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The OIT Service Desk provides information technology support and maintenance services to Prince George's County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County. OIT will provide leadership, expertise, and resources in the ideation, development, and deployment of innovative technologies and streamlined processes to improve government efficiency, business interaction, and citizen access to government information and services.
Examples of Work
- Plans and directs the daily activities of the Governance divisions.
- Conducts regular meetings with division managers to ascertain effectiveness of functions / services performed and to identify areas needing increased emphasis.
- Provides guidelines and resource information to division managers related to new and existing programs.
- Oversees the preparation of programmatic and fiscal reports, evaluation of programs and other assigned tasks to ensure proper and timely submission to the Director / CIO.
- Analyzes technical performance reports, correspondence and contracts; reviews, evaluates and makes recommendations to the Director / CIO regarding areas of responsibility.
- Reviews the overall goals and objectives developed by the division managers in relation to the departmental goals and objectives and recommends necessary action.
- Fiscal Planning Oversee the administration of departmental fiscal program including the preparation of the annual department budget.
- Conducts budget and resource allocation meetings to ensure goals and objectives are being met.
- Analyzes fiscal data provided by the financial system to prepare expenditure and revenue projections as basis for recommending budget adjustments.
- Analyzes expenditure requests for conformance with programmatic priorities, goals and funds availability, making appropriate recommendations for approvals or denials.
- Provides accurate and detailed instruction, guidance and technical assistance to division managers throughout the budget development process.
- Collaborates with division managers in determining budgetary requirements, reviewing them for uniformity and compliance with budget instructions as well as funding implications and program impact.
- Prepares detailed responses to inquiries from OMB and Council during budget review process Overall Administration of Department.
- Assists the Director / CIO in overall administration of the department.
- Develops comprehensive long and short-range strategies to achieve departmental goals and objectives.
- Investigates and researches difficult and complex inquiries, problems, or complaints and recommends appropriate action to address / resolve them within a reasonable time frame.
- Makes recommendations for processes or requirement changes that will better serve OIT, while staying within established laws and regulations.
- In the absence of the Director / CIO and CTO assume all relevant duties.
- Other duties as assigned.
- Acts as liaison for the Department with other County agencies, State and Federal Governments, private sector and the citizens of the County.
- Represents the Department in a manner which projects a positive, professional image and maintains confidentiality.
- Stays informed of applicable Federal / State / County laws governing functions performed by the department.
Qualifications
Bachelor's degree from an accredited College or University in Business Administration or field closely related to assignment / functional area.Five (5) years of progressively responsible experience in related functional area.Three (3) years of supervisory experience. An equivalent combination of education, experience and training which provide the required knowledge, skills, and abilities may be considered.Each application must include information that clearly demonstrates the above qualifications for this position.
