- Job Summary We are seeking a full-time, remote Contract Specialist to provide support for the Denver Service Center (DSC), National Park Service (NPS), while they conduct project management, contracting, and planning services for large design and construction projects and those associated with both design and construction and transportation divisions located at National Park Services sites Nationwide.
- This position has an expected salary of $110,000 to $115,000 per year.
- This is a contingent hire position with an anticipated start date of early November 2025.
- Responsibilities and Duties Ability to perform all stages along the Federal acquisition lifecycle.
- Knowledge of contracting methods and contract types which require specialized knowledge of Federal contract administration. Ability to manage processes to oversee and monitor supplies, equipment, services, or construction requirements.
- Conduct acquisition planning and market research to include all required pre-solicitation documentation. Prepare and issue solicitations, Requests for Proposals / Quotes and amendments. Receive, record, and review proposals / quotes for responsiveness. Participate in the coordination of technical evaluation panels. Participate and assist the Contracting Officer in all source selection activities and best value tradeoff evaluations. Prepare for and participate in negotiations; perform cost and / or price analyses under the direction of the Contracting Officer; document source selection activities; and determine fair and reasonable pricing under the guidance and for final approval of the Contracting Officer. Draft contract awards for government Contracting Officer review and distribute award packages and announcements. Perform contract administration.
- Maintain official contract file (all files are electronic).
- Resolve payment issues, review payroll reports against DOL wage determinations; issue general correspondence and memoranda; and address general contract administration questions under the guidance of the Contracting Officer. Prepare closeout documents.
- Excellent written and oral communications to present analysis and findings. Ability to analyze difficult acquisition issues and identify alternative courses of action. Ability to analyze and modify contracting procedures affecting streamlined acquisitions. Ability to accomplish work with modest level of independence while balancing competing priorities with short lead times. Qualifications and Skills Experience drafting contracts in PRISM contract writing system.
- Experience in the Federal Procurement Desktop System (FPDS).
- Knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate such actions. Understand negotiation techniques to protect the Government's interests and to ensure best value awards. Minimum Five (5) years of experience in government contracting including project / program management. 10 years of experience in Construction contracting preferred 3 years Architect-Engineer services contracting preferred Cradle-to-grave experience with Federal contracting. Advanced skills in Microsoft Office Suite, particularly MS Word and Excel. Education Bachelor’s Degree with a minimum of 24 semester hours in Business with a combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and / or organization in management.
