This position is located in the Office of the Secretary of Defense, DoD Chief Information Office (DoD CIO), Office of the Deputy Chief Information Officer for Resources and Analysis (DCIO (R&A)), Resources, Program, and Budget (RPB) Directorate. The RPB Directorate is a direct report to the DCIO (R&A) and provides expert resource management on all aspects of DoD financial / resource management.

Incumbent typical work assignments may include the following :

  • Support the DCIO (R&A) and the DoD CIO at appropriate meetings, briefings, panels, boards, committees, and other groups concerned with PPBE activities.
  • Prepare inputs for Congressional statements or programs assigned; answer Congressional questions and review and analyze Congressional reports for impacts to the DoD CIO.
  • Maintain continuous liaison with programming, budgeting, and technical staffs of the DoD Components and OSD to exchange information on current and pending PPBE actions.
  • Develop, analyze, and coordinate financial and budget policy, guidance, and training.

DOD PPP Candidates Using Application-Based Procedures :

  • Military Spouse Preference (MSP) Eligible : Military Spouse Preference applicants, must be selected and placed at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. You must include a completed copy of the Military Spouse PPP Self-Certification Checklist dated within 30 days along with the documents identified on the checklist to verify your eligibility for Military Spouse Preference.
  • Military Reserve (MR) and National Guard (NG) Technicians PPP Eligible : MR and NG Technicians PPP applicants must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Military Reserve and National Guard Technician PPP Self-Certification Checklist to verify your eligibility for Military Reserve and National Guard Technician preference.
  • Military Reserve (MR) and National Guard (NG) Technicians Receiving Disability Retirement PPP Eligible : MR and NG Technicians receiving disability retirement PPP applicants must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist to verify your eligibility for Military Reserve and National Guard Technician Disability preference.
  • Retained Grade PPP Eligible : Retained Grade PPP applicants, must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Retained Grade PPP Self-Certification Checklist to verify your eligibility for Retained Grade preference.
  • Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

    In order to qualify for this position, you must meet the requirements described below.

    You may qualify at the 14 level, if you fulfill the following qualification requirement :

    GS-14 Specialized Experience : One year of specialized experience which includes : Advising on budget execution, preparation, and formulation; assisting in the development of financial and budget policy and guidance; and providing input and edits to budget justification material such as Congressional justification material. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-13).

    You may qualify at the 15 level, if you fulfill the following qualification requirement :

    GS-15 Specialized Experience : One year of specialized experience which includes : Providing technical advice and guidance on resource related matters and budget processes; formulating policies for budgetary programs; and collaborating with internal and external staff to identify current and pending information relating to planning, programming, budgeting, and execution activities. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-14).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    ACTIVE DUTY SERVICE MEMBERS : The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies to treat active duty service members as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214.

    Your preference and / or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible."

    Military members may be appointed before the effective date of their military retirement / separation if member is on terminal leave.

    Current or Former Political Appointees : Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.

    Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

    Duties described reflect the full performance GS-15 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.

    Additional Information Probationary Periods : As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

    Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
