Location : This is a full-time position located in Augusta and allows for partial telework with management approval.

Core Responsibilities :

As the Associate Director for Developmental Disability and Brain Injury Services you will :

  • Work collaboratively as a member of the OADS Executive Management Team in overseeing an extensive program of community-based MaineCare services for adults with developmental disabilities (DS) or brain injuries (BI). This includes :
  • Case management, residential, day and employment services, crisis services, DS and BI waiver programs and adult protective services.
  • Lead statewide communication of system changes, rules, policies, and procedures to stakeholders, families, and consumers to promote best practices and improve service outcomes.

In this role, you will be responsible for :

  • Articulate a clear vision for a person-centered system that supports adults and youth (beginning at age 14) with disabilities and their families.
  • Initiate, set, and achieve program goals that align with the organization's strategic objectives.
  • Plan and oversee programs from inception to completion, including the establishment of deadlines, milestones, and key processes.
  • Ensure ongoing measurement, evaluation, and improvement of system quality.
  • Provide direct and indirect supervision to approximately 100 employees within Developmental Services.
  • Ensure that all program operations and activities comply with federal and state laws, regulations, and policies.
  • This position reports directly to the OADS Director and frequently interacts with the DHHS Commissioner's Office, executives from other DHHS offices, members of the Legislature and leaders of service provides and other professional organizations.

    Minimum Qualifications :

    To qualify, candidates must have a Bachelor's Degree and at least six (6) years of professional leadership experience within the healthcare or disability services system, including a minimum of three (3) years of supervisory or managerial experience . Preference will be given to candidates with a Master's Degree in a relevant field.

    The background of well-qualified candidates will demonstrate the following competencies :

  • Proven ability to shape and implement policies and programs in the disability field while ensuring compliance with all laws and regulations.
  • Experience leading teams to develop and achieve integrated goals that meet constituent and stakeholder needs.
  • Consistently engages and informs key stakeholders throughout strategic planning and decision-making processes.
  • Vision to identify and implement emerging best practices in disability services.
  • 2. Program and Project Management

  • Skilled in planning, organizing, and managing staff and budgets to achieve measurable results.
  • Experience overseeing and evaluating social service programs, particularly Home and Community-Based Medicaid services.
  • Ability to use data and performance metrics to drive continuous quality improvement and meet federal and state standards.
  • 3. Leadership and Accountability

  • Sets and upholds high standards for quality, efficiency, and outcomes.
  • Empowers and supports staff to perform at their best and work collaboratively toward shared goals.
