Senior Program Control Analyst

We are seeking a Senior Program Control Analyst for the GeoXO Flight Project at NASA Goddard Space Flight Center.

Responsibilities :

Develop plans, budgets and schedules, to meet contractual / project requirements for multiple GeoXO contracts with a variety of contract types.

Develop financial controls, procedures, systems and forecasting techniques to evaluate contract / program status and ensure compliance with government and customer requirements.

Participate in Program Planning and Budget Execution (PPBE) and Phasing exercises.

Fund labor, procurements, project contracts, and task orders using approved PPBE and Phasing plans.

Assist NASA HQ in providing top-level guidance for budget formulation through development and issuance of Strategic Programming Guidance (SPG).

Develop, justify, and submit program or project budget requirements in response to Program Resource Guidance (PRG).

Work with other NASA Centers and Federal Agencies to ensure transferred funds are committed, obligated, and costed based on project requirements.

Provide management with trending analysis reports and support for performance evaluation board (PEB) activities.

Work with technical and science staff in developing and managing NPR 7120.5 compliant, product-based WBS and associated WBS dictionary in accordance with Program or Project Plans.

The WBS will support cost and schedule allocation and correlation to enable effective program / project management, reporting, and evaluation.

Work with technical, science, and procurement staff to develop comprehensive government cost estimates for new contract awards, modifications to existing contracts, new projects and programs, and changes to existing projects and programs.

Develop reliable historical cost data and narrative information that verifies and supports the data, calculations, and rationale used to develop cost estimates.

Prepare straightforward estimates of future requirements based on historical data and task monitor inputs, and verify, audit, and evaluate total project estimates using cost actuals and analyst developed formulas.

Monitor Instrument, Spacecraft, and SSC contracts and task orders to analyze project costs.

Review, verify, and analyze project contracts and task orders cost data for consistency with financial and project objectives.

Monitor and track the progress of financial activities, comparing planned versus actual cost data to track variances and ensure costs do not exceed planned funding levels or obligations.

Develop and analyze NASA 533M and 533Q reporting for in-house efforts, and analyze for out-of-house efforts, in accordance with accrual accounting policies as defined in the NASA Financial Management Manual.

Use the Center's Contractor Cost Reporting (CCR) tool to input and review monthly 533 cost data.

Summarize factual narrative information and quantitative data for monthly commitment, obligation, and cost status reports, as well as complex payment reports.

Utilize various tools and systems including Excel, Business Objects (BOBJ) Analysis for Office or Online Analytical Processing (OLAP), SAP, CORTS, and Reimbursable Budget Execution Tool (RBET) to run financial and workforce reports on regular or ad hoc basis.

Develop, manage, and report project financial data including monthly SN standard reports, Center Monthly Status Report (MSR) development, and management-requested reports.

Utilize Partnership Agreement Maker (PAM) to initiate or modify reimbursable funding requirements packages, prepare Estimated Price Reports (EPRs), initiate and track fund transfers via Reimbursable Budget Execution Tool (R-BET), track and reconcile sales agreements, and support sales order closeout.

Use R-BET to move project funds to assigned Work Breakdown Structure (WBS) to fund project contracts, tasks, labor, and procurements.

Review, approve, and track project reprogramming's in R-BET.

Develop purchase requests from small purchases to large procurements in accordance with current appropriations law and procurement guidance.

Create Purchase Requisitions (PRs) and fund non-cost pool contracts via SAP.

Commit and obligate funds on cost-pool contracts using CORTS.

Obtain all required supporting and approval documentation including special approvals, SOWs, specifications, cost estimates, and JOFOC.

Track contract modifications, invoices, funding templates, and contract cost reports.

Work with technical and science staff to provide resources support in developing "what if" scenarios throughout the program or project lifecycle, including launch delays, descope options, replanning due to budget shortfalls, and flight hardware failures.

Work with the Center's requirements and cost estimating teams, or external entities to obtain independent assessments of cost and schedule and parametric cost estimates in support of formulation activities, proposals, and project KDPs.

Analyze levels of interaction and information sharing within the contract's core functional areas to optimize efficiencies.

Additional duties as required.

Requirements :

Some travel may be required.

Demonstrated experience supporting Program Planning and Budget Execution (PPBE) processes and developing budget justifications and phasing plans.

Experience managing and reconciling multi-year appropriated funds, transfers, and obligations in accordance with federal financial management policies.

Proven ability to develop and analyze cost estimates, including historical data analysis, cost modeling, and rate development.

Strong skills in Microsoft Excel (advanced formulas, pivot tables, data analysis) and comfort working with large financial datasets.

Excellent written and verbal communication skills, including the ability to develop clear, data-driven reports and presentations for leadership.

Proven problem-solving skills with the ability to model "what-if" scenarios and support decision-making related to project replanning, descope options, and budget impacts.

Strong attention to detail, organization, and the ability to manage multiple priorities in a fast-paced environment.

Fast learner and critical thinker, capable of developing innovative solutions to meet evolving customer and organizational needs.

Exceptional customer service orientation, demonstrating proactive problem-solving, anticipation of customer needs, and rapid delivery of effective, data-backed solutions.

Individual must meet government NAC and citizenship / permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

Education and Experience :

Bachelor's degree and 10+ years of related professional experience and Bachelor's degree; or 13+ years of related professional experience in lieu of degree.
