GTSC seeks a Corporate Proposal Manager with seven (7) or more years of experience in the federal contractor marketplace.

Why This Role Matters

We're seeking an experienced Corporate Proposal Manager to serve as the quarterback and strategic leader of GTSC's proposal development process. This highly visible role works directly with business development, capture managers, technical SMEs, and senior leadership to produce winning, compliant, and compelling proposals.

As GTSC continues to scale, this position offers a clear growth pathway toward Proposal Director-level responsibilities and broader business development leadership.

Key Responsibilities

You'll lead the full proposal lifecycle-from pre-solicitation to final delivery-ensuring compliance, quality, and a winning strategy. Responsibilities include :

Proposal Leadership

  • Drive the end-to-end proposal process for federal solicitations (RFPs, RFIs, RFQs).
  • Lead efficient kick-offs that set strategy, accountability, and win themes.
  • Facilitate color team reviews (Pink, Red, Gold) and ensure alignment throughout.
  • Keep complex, multi-volume proposals on schedule and compliant, even under tight deadlines.

Strategy & Story Development

  • Partner with Business Development and Capture Managers to define strategy, themes, and discriminators.
  • Transform technical content into clear, compelling narratives that highlight GTSC's value proposition.
  • Facilitate strategy and storyboarding sessions to align messaging and proof points.
  • Content & Asset Management

  • Organize and maintain proposal libraries, boilerplate text, graphics, and past performance assets in Microsoft SharePoint and Teams.
  • Leverage modern tools, including AI-assisted content generation and LLM-driven compliance checks, to streamline development and improve win probability.
  • Champion collaboration platforms that increase efficiency and reduce rework.
  • Team Collaboration & Mentorship

  • Lead cross-functional teams of writers, editors, designers, and SMEs.
  • Provide coaching on persuasive writing, compliance, and best practices.
  • Foster a collaborative, positive environment-even under pressure.
  • Post-Submission & Lessons Learned

  • Support orals preparation, including slide development, coaching, and compliance.
  • Respond to evaluation notices and support live or virtual presentations.
  • Conduct lessons-learned reviews to continuously improve GTSC's proposal shop.
  • Required Qualifications

  • 7+ years of proposal management experience in federal contracting.
  • Bachelor's degree in Business, Communications, English, Marketing, or related field.
  • Proven record leading and winning federal prime proposals valued at $50M+.
  • In-depth knowledge of federal procurement processes, FAR / DFAR.
  • Strong writing, editing, and compliance skills across multi-volume submissions.
  • Proficiency with Microsoft Office Suite, Adobe Acrobat, SharePoint, and Teams.
  • Ability to manage multiple deadlines in a fast-paced environment while maintaining compliance and quality.
  • Preferred Qualifications

  • APMP certification (Foundation or higher).
  • Experience coaching and managing proposal orals.
  • Familiarity with GWACs, IDIQs, and FEDSIM opportunities.
  • Exposure to AI / automation in proposal workflows.
  • Active security clearance (not required, but a plus).
