Job description

Government Operations Consultant III - 37020955

This is advanced level work performing complex organizational evaluations and developing procedural operations for the Office of Resilience and Coastal Protection. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Florida Resilient Program to operate more efficiently and effectively. Consult with federal, state, and local officials on matters applicable to the program. Provide technical assistance, consultative services and direction for development, implementation, and evaluation in public agencies and local governments regarding grant funds. Counsel project sponsor representatives and their consultants on program issues; advise them on program rules and policies. Prepare correspondence and memoranda; provide policy and program administration recommendations; prepare documentation for official project files. Assists in maintaining various section databases. Analyze complex financial information in disbursement / payment requests for the Florida Resilient Program, including reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program and regulations and agreements, preparing disbursement / payment authorization forms, and maintaining account ledger of disbursement payments for individual grant projects. Coordinate with the Department of Environmental Protection, Finances & Accounting, and the Department of Financial Services as needed. Prepare and compile data for Florida Resilient Grants and Contracts to be entered into the Florida Accountability Contract Tracking System (FACTS). Request and monitor encumbrances for each grant and contract awarded. Monitor, track balances, budget releases. Prepare additional release requests as needed. Assist in the analysis of complex grant and contract monitoring by preparing and reconciling daily Flair reports. This includes reconciling mathematical accuracy, proper coding of amounts and posting to the program databases. Use database and spreadsheet software to complete reconciliations. Assist in analysis of variances in reporting and monitors revisions of data. Efforts include grant initiation review and financial reconciliation. Serve as the contract manager for Florida Resilient contractual projects assigned to vendor firms. Develop contract scope of services and coordinate activities related to initiation, advertisement, negotiation, and execution of complex contracts and task work orders. Coordinate with Project Managers for the preparation of specific scope of services and contract monitoring. Coordinate, review, and approved invoices. Prepares manuals and trains workers in the use of new forms, reports, and procedures, according to organizational policy. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities :

  • Knowledge of basic management principles and practices.
  • Knowledge of problem solving and research techniques.
  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
  • Ability to evaluate and analyze data relating to grants and contracts management activities.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants and contracts management activities.
  • Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

Minimum Qualifications :

  • At least four years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.
  • Must obtain Florida Certified Contract Manager (FCCM) Certification within one (1) year of hire.
  • A valid driver's license.
