The recruitment is open until filled and may close at any time. The first round of applicants will be reviewed by the week of May 5, 2025.For more information on this position, please see our brochure .Vallejo Flood and Wastewater District is accepting Assistant Engineer applications within the Technical Services Department - Engineering Services Division. Prospective employees will be screened and evaluated based on submitted application packages which demonstrate the applicant's eagerness and capacity to make an immediate positive contribution to the District. Selected candidates will join an exceptionally productive incumbent team, responsible for two sections : Capital Improvement Program and Development Services. Top applicants will possess a strong foundation in engineering principles; a specific focus on wastewater treatment and infrastructure is preferable. Applicants shall demonstrate a proactive approach to problem-solving accentuated by excellent analytical and communication skills. Highly regarded attributes include proficiency in design of construction plans and contract documents for wastewater and storm water utility projects and / or related public works. Additional consideration will be given to applicants who demonstrate an understanding of local government practices, business and engineering software programs, GIS applications, fundamentals of design and construction, land development approval processes and the regulatory environment. The Assistant Engineer is the starting classification in the Engineering series. Incumbents will perform entry level professional engineering work and assist with delivery of core activities of the Technical Services Department and will be assigned to a functional area based on operational needs.DISTINGUISING CHARACTERICSThe Assistant Engineer is distinguished from the Associate Engineer in the latter performs higher level duties with significant independence of direction and judgment on matters. The Assistant Engineer may promote to the Associate Engineer level after gaining the knowledge, skill, and experience which meet the required qualifications and after demonstrating the ability to perform the work of the higher-level

RECEIVED AND EXERCISEDReceives general supervision, guidance and mentorship from an Associate Engineer, Senior Engineer or designee. Essential Functions Develops preliminary scope of work and requests for proposal for procurements; assists with consultant selection. Negotiates and administers contracts for a variety of projects; reviews work products, monitors and reviews progress, and approves payments.Prepares or reviews consultant prepared plans, specifications and contract documents for a variety of engineering projects involving storm water, wastewater, recycled water, or other district facilities.Coordinates construction projects with other District departments, divisions, municipal public works departments, utility companies, other appropriate agencies, stakeholders, and the public.Prepares or oversees the preparation of appropriate environmental documentation in accordance with the California Environmental Quality Act (CEQA).Assists in the planning and administration of Capital Improvement Project (CIP) budgets. Coordinates utility planning with municipalities; reviews municipal general and specific plans, develops plans for required storm water and sewer utility infrastructure including development or reviews of capacity and flow projections. Reviews development or redevelopment plans submitted by engineers, contractors, and owners for compliance with District Engineering Standards and code requirements.Prepares conditions of approval; issues construction permits; drafts development reimbursement agreements and tracks compliance with agreements.Participates in requesting development and updates to collection systems models to evaluate systems operations and verify capacity of new infrastructure to meet customer needs.Prepares special engineering studies and reports; reviews and make recommendations on technical studies and reports; performs value engineering.Develops asset condition assessment and rating systems, analyzes asset failure risk and consequences, analyzes the causes of asset failure, determine life cycle costs, and develops and maintains rehabilitation and replacement models.Understands core responsibilities and strategic goals of District and ensures work products are compatible. Minimum Qualifications Knowledge of : Principles and practices of professional engineering as applied to a variety of utilities, building / facilities construction, traffic, water quality, and / or private development projects.Basic surveying, drafting, computer-aided design and modeling techniques and technology.Current developments and trends related to professional engineering.Modern office procedures, methods and computer equipment, including use and application of word processing, spreadsheet, graphics, and database programs.English usage, spelling, punctuation, and grammar.Ability to : Perform design, planning, and engineering functions using a variety of techniques and industry standard practices.Read and interpret plans and

accurate engineering, arithmetic, financial, and statistical

data and information using established criteria to determine consequences and to identify and select alternatives. Prepare and make effective public presentations, including development of slides, handouts and other necessary informational

apprised of industry practices to assess and as needed, recommend changes to existing standards, policies, strategies, and / or methods. Maintain attention to detail and accuracy while meeting critical deadlines.Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.Learn and understand the organization and operation of the District and of outside agencies as necessary to assume assigned responsibilities.Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.Communicate clearly and concisely, both orally and in writing, using appropriate grammar and syntax.Establish and maintain effective working relationships with those contacted in the course of the work. Education and Experience Possession of a bachelor's degree, at the time of appointment, from an accredited college or university with major course work in civil, environmental engineering or a closely related field.Two (2) years of responsible engineering experience, preferably under the direction or a registered professional engineer. A master's degree may be substituted for one (1) year of the required engineering experience.Have established prerequisites to testing for achieving licensure as a California Professional Engineer within two years of employment. Under Vallejo Wastewater's retiree medical vesting plan, all retirees hired on or after 11 / 1 / 2013 must have a minimum of ten (10) years of service as a CalPERS member including a minimum of five (5) years of service at Vallejo Wastewater to qualify for a premium contribution. The maximum premium contribution is based on the CalPERS 100 / 90 formula and coverage level. The percentage of the CalPERS 100 / 90 amount contributed by Vallejo Wastewater is determined by full years of CalPERS service. This is per our current contract that is scheduled for renegotiation in 2028.
