About the Office of the Inspector General (OIG)

The Massachusetts OIG is at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent state agency charged with preventing and detecting fraud, waste, and abuse in the use of public funds and public property. The OIG has broad oversight of how state and local governments use federal, state and local funds and property.

The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor. M.G.L. c. 12A,

The Legal and Compliance Bureau

The Legal and Compliance Bureau is managed by the General Counsel. This bureau consists of three divisions : The Office of the General Counsel; Audit, Oversight and Investigations; and Government Outreach and Public Policy. The Office of the General Counsel provides legal support across the office related to human resources, procurements, compliance, litigation and investigations. The Audit, Oversight and Investigations Division investigates possible fraud, waste and abuse of public resources across state and local government. The Government Outreach and Public Policy Division oversee the OIG's government outreach, municipal engagement, and policy and legislative initiatives and is responsible for legislative mandates such as the review of land dispositions.

Audit, Oversight & Investigation

The Audit, Oversight & Investigation Division (AOI) investigates allegations of fraud, waste and abuse of public resources across state and local government, excluding agencies covered by another OIG Division. The division often works closely with other agencies, municipalities, law enforcement state and federal prosecutors. AOI may be investigating claims of public corruption or other wrongdoing in a number of public sectors, such as education, energy, housing, public administration, public construction, public safety, public works and social services. AOI also investigates and reports on the misuse of public funds, even when no crime or civil action is involved.

An important source of information comes from the public through the OIG's confidential, 24-hour hotline for reporting fraud, waste and abuse of public funds and property. These complaints can develop into full investigations or are redirected to the appropriate agency if it falls outside our jurisdiction.

Senior Auditor : Position Overview

The Senior Auditor is responsible for conducting reviews and evaluating policies, procedures and controls for fraud, waste and abuse within state and municipal entities. The Senior Auditor will conduct research and analysis to provide guidance and recommendations on areas for improvement. This position is responsible for clearly articulating information in presentations and reports of OIG findings.

Responsibilities include but are not limited to :

  • Supporting the OIG's investigations and review of fraud, waste and abuse using generally accepted government auditing standards (GAGAS) and evaluating government policies, procedures, and other internal controls.
  • Developing and drafting comprehensive reports of OIG audit findings and recommendations to improve compliance and increase accountability.
  • Following up with state and municipal entities to ensure implementation of OIG recommendations.
  • Monitoring audit and report findings and recommendations from other public entities for risk assessment and best practices for government entities.
  • Preparing and making presentations on report findings, recommendations, and other projects.
  • Assisting team members with analyses and drawing conclusions using multiple forms of information.
  • Performing other work as assigned.
  • Qualifications :

    Key abilities, skills, and experience :

  • BA in accounting, finance, business administration, risk management, or a related field.
  • At least 6 years of internal or external audit experience.
  • Advanced knowledge of GAGAS and internal auditing standards issued by The Institute of Internal Auditors (IIA).
  • Experience developing and implementing workplans and drafting and presenting work papers, reports, and letters.
  • Ability to review and understand statutes, regulations, and policies.
  • Strong analytical and critical thinking skills.
  • Excellent oral and written communication skills.
  • Strong attention to detail and organizational skills, including the ability to meet deadlines and manage competing priorities.
  • Strong understanding of generally accepted government auditing standards.
  • General understanding of the structure of state and municipal government, the role of independent agencies, concepts of executive and legislative authority and their limitations, and public ethics.
  • Ability to work collaboratively and independently.
  • Proficiency in Microsoft Office software suite.
  • Preferred abilities, skills and experience include :

  • Advanced degree (MBA, MPA, MS in Finance or Accounting, etc.) or relevant certification (CPA, CFE, etc.).
  • Project management experience.
  • Leadership skills.
  • Salary Range : $95,000-$110,000

    Other Position Information : Full time / Exempt

    Hybrid Work Schedule :

    The Office of the Inspector General offers a hybrid work schedule. Under this policy, employees may request one of the following weekly hybrid schedules : 1) four days telework and one day onsite; 2) three days telework and two days onsite; 3) two days telework and three days onsite; or 4) one day telework and four days onsite. The onsite location is at OIG's Boston office and employees may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the Hybrid Work policy. Employees will be assigned to their onsite workspace based on their approved schedule. The approved telework location must be located within Massachusetts or within an approximately two-hour driving or train commute distance. OIG does not reimburse employees to travel to the office. In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and / or for certain positions a primarily on-site role may be necessary.

    In addition, the Office provides employees the opportunity to elect life insurance, long-term disability insurance, deferred compensation savings, tuition remission and pre-tax commuter account plans, along with other programs.

    This position may be eligible for the federal Public Service Loan Forgiveness (PSLF) program

    administered by the federal government.
