Realty Specialist
Summary About the Position : Serves as Realty Specialist with assignments primarily focusing on Management and Disposal actions within leasing and acquisition duties as assigned. Responsibilities include preparing real estate out-grants (leases, easements, permits and licenses) to grant non-Army users access to federal real property at water resource development projects within the States of Oregon and / or Washington. Negotiates drafts and distributes out-grants to customers, including other Federal, state, or municipal governing bodies and private entities for the use of land and facilities. Coordinates with multi-disciplinary teams to obtain required technical approvals and support documents (environmental / cultural and appraisals) for out-grants or disposals of real property interests. Examines and analyzes public records, appraisal reports, right of way maps and title evidence to identify matters affecting negotiations. Furnishes technical advice, guidance, and assistance to customers and conducts compliance inspections. Keeps supervisor and customer well informed of any revisions and status of real estate instruments. Represents the Portland District Real Estate Division in meetings with Project Delivery Teams (PDTs), customer representatives, and stakeholders to discuss and explain out-grant requirements and policies. Negotiates and prepares disposal actions for lands and facilities no longer required for operational use or indicated essential for the property management of property retained. Captures and maintains accurate real property accountability records in accordance with rules, regulations, policies, etc. Other duties as assigned.

Specialized Experience GS-07 : One year of specialized experience which includes 1) Implementing real estate principles, concepts, and practices; 2) Assisting higher graded staff with planning, completing real estate transactions, compliance inspections, or related administrative work; and 3) Applying regulations and real estate law to grant interests (lease, easement, permits, licenses or other agreements) in land or facilities. This definition of specialized experience is typical of work performed at the second lower grade / level position in the federal service (GS-05).
OR Education : One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as : Business Administration, Finance, Marketing, etc.
OR Superior Academic Achievement : Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement.
OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Specialized Experience GS-09 : One year of specialized experience which includes 1) Implementing real estate principles, concepts, and practices; 2) Planning and completing real estate transactions, or related administrative work; 3) Participating in compliance inspections and / or managing out-grants or grant interests (lease, easement, permits, licenses or other agreements); and 4) Applying regulations and real estate law to grant interests in land or facilities. This definition of specialized experience is typical of work performed at the second lower grade / level position in the federal service (GS-07).
OR Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as : Business Administration, Finance, Marketing, etc.
OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Specialized Experience GS-11 : One year of specialized experience which includes 1) Applying knowledge of real estate market sufficient to implement real estate principles, concepts, and practices to include interpreting mapping and legal descriptions; 2) Negotiating the terms and conditions of out-grants, disposal, property transfers or similar types of agreements; 3) Reviewing completed work products to ensure they are technically sufficient and in compliance with existing laws, regulations, and guidelines issued by higher authority; and 4) Conducting in-depth analysis and evaluation of unique and conflicting issues to determine the applicability of established realty practices and methods. This definition of specialized experience is typical of work performed at the second lower grade / level position in the federal service (GS-09).
OR Education : Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as : Business Administration, Finance, Marketing, etc.
OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Education FOREIGN EDUCATION : If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
