We are seeking an experienced Program Planning Specialist (Level 4) to provide planning and scheduling support for the F?16 Campaigns and Proposal team. The incumbent will work closely with technical SMEs, planners, operations, and program management to translate authorized customer requirements into compliant Request-for-Proposal (RFP) schedules. The position involves developing product-level plans and proposal schedules, conducting critical-path analysis, Schedule Risk Analyses (SRA), and maintaining summary schedules. The role also includes acting as a liaison among Engineering, Supply Chain Management, Contracts, Technical Planning, and Program Management, and evaluating program and PP&I (Program Planning & Integration) processes, identifying gaps, and driving remediation activities.

Must be a US Citizen. Must have ability to obtain & maintain a Secret Security Clearance as part of employment. This position is located at a special access facility. A level 4 employee typically has 9 - 15 years of professional experience. Basic qualifications include a Bachelor's degree in Engineering, Business, or a related field; ? 5 years in operational planning or scheduling, preferably within the defense sector; proficiency with Microsoft Office; expertise in schedule-building tools; strong background in CPM, critical-path analysis, and Schedule Risk Analysis; experience with Earned Value Management; proven ability to deliver clear briefings to diverse audiences; demonstrated team-building, influencing, and relationship-management capabilities; and excellent critical-thinking and problem-solving abilities.
Desired skills include a degree in Construction Management, Program Management, Business Administration; experience with networked schedules, integrity checks, and critical path methodology; experience with Schedule Performance Management Techniques, e.g., Earned Value Management; demonstrated critical thinking and problem solving abilities; previous experience with Deltek OpenPlan; excellent communication and organizational skills; experience as a planning team lead and / or contract planner; proposal experience; strong knowledge of LM Program Performance Management (PPM) Command Media; supplier integration experience, performance analysis, and corrective action recommendation skills; familiarity with Risk and Opportunity Management; deep knowledge of Deltek Open Plan; Schedule Risk Assessment (SRA) experience; and prior Aerospace experience.
