Director, Vertical Construction Services

Location : 509 East Avenue South, Clearwater, FL 33756

Schedule : Must be flexible to drive to sites countywide.

This is a highly responsible leadership role for the construction management of Pinellas County Government's buildings and related assets. The Director provides project and portfolio oversight of planning, design, development and construction for new vertical builds and the renewal of County-owned facilities, ensuring efficient use and extended lifecycle of public assets. The role manages a vertical construction portfolio with projects up to $250M and an annual capital budget of ~$5075M across taxpayer funds, grants, and disaster relief resources. The incumbent leads policy development, project governance, contract administration, and performance management to deliver high-value outcomes across all County departments except Public Works and Utilities. Independent decision-making, portfolio-level management experience, and the ability to lead teams and contractors are essential.

Essential Job Functions

People, Teams, Supervision & Leadership

  • Lead ~10+ direct-report project managers, technical experts, coordinators, and administrators, plus consultants and contractors.
  • Recruit, train, coach, and develop staff; manage PDPs, evaluations, succession, and discipline.
  • Build effective teams, enforce standards of conduct, and foster accountability.
  • Responsible for recruitment, coaching, training, evaluation, performance management, and discipline of staff.
  • Establish and maintain a division culture aligned to trust, accountability, customer service, and professional standards.
  • Conduct succession planning and ensure organizational readiness to meet long-range portfolio needs.
  • Assign appropriate team members and managers to projects based on scope, size, and risk profile, ensuring effective use of staff expertise.
  • Ensure integration and meet regularly with internal Departmental divisions and other County departments / stakeholders to clarify project requirements, scope, schedule expectations and constraints.

Fiscal Resources, Contracts & Risk Controls

  • Manage a $50$75 million capital portfolio, ensuring expenditures remain within budget parameters with appropriate fiscal controls.
  • Develop, review and submit division's annual operating / capital spend plans to align with County and Department strategic priorities.
  • Implement and maintain cost estimating and cost tracking, management controls that support fiscal assurance, and secure external funding sources.
  • Oversee procurement, contract structuring, negotiations, and monitoring.
  • Lead procurement processes, including CMAR, design-build, JOC, and term contracts, ensuring compliance with County standards and industry best practices.
  • Structure, negotiate, and monitor all contracts with architects, engineers, contractors, and consultants to ensure deliverables are met.
  • Implement fiscal and risk controls through internal audits, cost tracking, maximizing cost assignment to projects and contract surveillance programs to safeguard County resources.
  • Seek and secure external funding opportunities through federal grants, state allocations, and disaster relief programs.
  • Governance, Risk & Assurance

  • Establish standards, governance frameworks, charters, lifecycle milestones, and change controls to ensure consistency in project delivery.
  • Oversee the prioritization of requests from County departments and constitutional offices, balancing demand with available resources.
  • Review design and construction documents to ensure operational practicality, lifecycle cost efficiency, and compliance with codes and standards.
  • Develop and implement KPIs, dashboards, performance measures to assess and improve delivery outcomes across the portfolio and continuous improvement initiatives.
  • Is a trusted partner to and supports facility operations division to include conducting new facility transfers, routine facility inspections and evaluations of County-owned and leased assets to ensure safety, efficiency, long-term sustainability and compliance.
  • Provide strategic and operational reports, recommendations, and presentations to the Board of County Commissioners, County leadership, and external stakeholders.
  • Communication, Systems & Knowledge Management

  • Implement, manage and oversee project and portfolio platforms and systems for project tracking, scheduling, financial and contract management to enhance visibility, controls and accountability.
  • Ensure transparent communication with leadership and stakeholders (internal and external) through regular reporting and updates.
  • Maintain comprehensive and accurate construction documentation, including standards, records, knowledge practices and compliance reports.
  • Maintain the transparent and orderly process to respond to inquiries from the public, media, and elected officials with clarity and consistency, ensuring alignment with County policy.
  • Training & Development

  • Design, deliver, provide formal training and development programs in construction processes / methods, project management and governance, risk management, and contract compliance.
  • Program, support and ensure execution of continuing education and professional certification attainment (e.g., PMP, CCM, LEED).
  • Develop leadership competencies within the team, ensuring a strong pipeline of succession-ready leader managers and technical experts.
  • Strategy & Innovation

  • Champion and integrate resiliency, sustainability / long term maintenance priorities, and energy efficiency goals into planning and execution of County capital projects and facility renewals.
  • Drive adoption of emerging technologies such as Building Information Modeling (BIM), digital twins, and data analytics for construction management.
  • Monitor industry trends, regulatory changes, and best practices to anticipate and adapt to evolving requirements.
  • Recommend and implement strategic initiatives that modernize County construction management practices and align with County strategic plans and priorities.
  • General

  • Proactively identify and mitigate risks, escalate issues when necessary, and implement corrective actions / solutions to ensure project continuity.
  • Participate in Countywide strategic initiatives related to facilities, resiliency, and infrastructure planning.
  • Represent the County at external forums, committees, and professional networks to share best practices and remain current with industry developments.
  • Ensure compliance with County policies, laws, and codes.
  • Perform other related duties as assigned to meet the needs of the organization.
  • What Do You Need To Have?

    Education and Experience

  • Ten (10) years professional experience including five (5) in construction, architecture, or design industries; OR bachelor's degree + six (6) years; OR master's degree + four (4) years; OR equivalent combination determined by county leadership.
  • Required : PMP (CAPM acceptable with PMP within 6 months).
  • Required : Must demonstrate major commercial / institutional portfolio management experience (>

  • Preferred : Licensed General Contractor.
  • Preferred : Strong contract administration.
  • Strongly considered : CCM, CPC, DBIA, CCIFP, LEED AP.
  • Valid Florida Driver's License.
  • Ability to work varied schedules including compulsory work during emergencies and disasters.
  • Knowledge, Skills, and Abilities

  • Construction / Technical : Advanced knowledge of construction methodologies, industry standards, building codes, lifecycle processes, asset management, and BIM / software.
  • Financial / Contract : Expertise in budgeting, cost control, risk management, procurement law, and fiscal stewardship.
  • Leadership / Communication : Strong team-building, negotiation, conflict resolution, and stakeholder engagement skills; ability to present effectively to diverse audiences.
