Richmond International Airport is a joint civil-military airport located in Sandston, Virginia. This airport is the busiest airport in central Virginia and the third busiest in the state behind Washington Reagan and Washington Dulles. Established in 1975, by an act of the Virginia General Assembly, the Capital Region Airport Commission owns and operates Richmond International Airport (RIC). The Commission directs the growth operation business activities of RIC and works tirelessly to ensure it continues to be an affordable option for local regional and out-of-state travelers. PURPOSE OF POSITION

Manages the construction of maintenance repair projects, maintenance contracts management, computerized work order and reporting system, building energy management system and serving in special task force functions requiring multi-disciplinary participation. Facilities maintenance activities include building maintenance, grounds maintenance and pavement maintenance (landside and airside), and assumes overall responsibility for directing technical trade services including electrical, electronic, HVAC, plumbing and utility maintenance activities and the operation and maintenance of the Checked Baggage Inspection System (CBIS).

• ESSENTIAL JOB FUNCTIONS Plans, organizes, and directs, through subordinate managers and supervisors, the work of a large staff of employees engaged in maintenance and repair activities including environmental services, building maintenance, automotive and grounds equipment maintenance and repair, Compressed Natural Gas (CNG) plant maintenance, utilities and grounds maintenance, irrigation system maintenance, technical systems maintenance services including electrical, electronic, HVAC, plumbing and utility services for the Airport.
• Assigns areas of responsibility and specific projects to subordinate managers and supervisors; establishes efficiency standards; establishes goals and objectives; conducts inspection tours of the work sites to ascertain that established standards of maintenance are being followed.
• Directs through a subordinate manager and supervisor the day-to-day operations and maintenance of the Checked Baggage Inspection System (CBIS) consisting of the conveyor belt system, programmable logic controllers (PLC’s), optical scanning systems, etc.
• Ensures optimal performance in support of the safety, security and efficiency of the baggage deployment and screening process, ensures baggage equipment and related systems are properly maintained and in compliance.
• Recommend modifications of existing plant and equipment facilities; prepares rough layouts, plans and specifications, and cost estimates of proposed modifications and construction projects.
• Consults with architects and engineers to ascertain that functional requirements are effectively incorporated into the plans and specifications to minimize airport disruption during construction or renovation.
• Studies plans for the development of new and expanded aviation facilities to determine their effect on the various airport maintenance programs.
• Formulates proposals to affect organizational changes designed to maintain levels of efficiency and service throughout the airport system while working closely with Capital Development.
• Works with Airport directors, managers, supervisors and other airport officials to define future needs and to schedule the implementation of changes in maintenance procedures.
• Develops and maintains a 5-year Capital Improvement Program (CIP) for all departments under supervision. Works closely with Director of Capital Development and Director of Finance incorporating departmental CIPs.
• Works closely with the Director of Capital Development in the implementation of the CIP.
• Participates in developing budget estimates for airport maintenance expenditures and evaluates performance in relationship to such plans.
• Prepares preventive, standard and emergency maintenance procedures; studies and evaluates new maintenance procedures, techniques, and equipment for possible implementation; attends and participates in conferences.
• Keeps abreast of new federal and state regulations affecting the maintenance of airports; confers with federal and state officials regarding the maintenance of the airport.
• Confer with airlines, concessionaires, and other persons using airport facilities to determine timing of maintenance and repair activities of tenant occupied space
• Prepares operating budget proposal for areas of maintenance responsibility.
• Approves requisitions and maintains work and vacation schedules; directs contracted maintenance services; helps to resolve employee issues.
• Participates in airport staff meetings and makes recommendations to establish policies affecting maintenance activities.
• Assists with the deployment and operation of the Airport's snow removal program; coordinates activities with operations personnel to determine priorities during snow removal operations.
• Directs the scheduling and coordinating of maintenance and repair activities with the objective of achieving the most effective and efficient utilization of manpower, time, materials, tools and equipment.
• REQUIRED EDUCATION & EXPERIENCE Bachelor’s degree, associate’s degree, or certificate program at an accredited college or university, with major course work in aviation or business management, transportation, architecture or architectural engineering, engineering or engineering technology.
• Ten (10) years in operations, engineering or maintenance of an airport installation or industrial complex, including six (6) years of administrative and technical work directing, through subordinate supervisors, daily activities of a large and diversified staff engaged in the repair and maintenance of the buildings, adjacent exterior areas, and airport system equipment OR eight (8) years of management level experience in operations at an airport.
• Required Knowledge, SKILLS, and Abilities : Industry Knowledge : Thorough knowledge of the principles, practices, techniques and equipment utilized in maintenance of large, heavily trafficked airport installations.
• Regulatory Knowledge : Thorough knowledge of the FAA Part 139 requirements.
• Maintenance Knowledge : Thorough knowledge of the practices and techniques involved in implementing a program of building maintenance and repair including major air conditioning, heating, mechanical, electrical, access control, and visual detection systems. Thorough working knowledge of the use of Building Automation / Energy Management systems
• Safety Knowledge : Thorough knowledge of occupational hazards and safety precautions involved in airport maintenance including preventive maintenance programs required for large buildings, pavements and grounds, and the varied types of maintenance equipment used in such work.
• Construction Knowledge : Thorough knowledge of engineering components for construction, equipment and maintenance relevant to a large airport, and ability to consult with architects, engineers and contractors.
• Inclement Weather Operational Skills : Knowledge of snow removal and ice control practices and procedures as they relate to large, heavily trafficked installations.
• Customer Service Skills : Skillfully provide customer service to a variety of employee levels and tenant partners with emphasis placed on listening, educating, and demonstrating a culture of civility throughout the organization.

SPECIAL REQUIREMENTS / LICENSES

Background in or exposure to Lean Six Sigma methodology or other process improvement methodologies preferred. Possession of a valid and proper Class Motor Vehicle Operator's License Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance. Responsible for carrying emergency callback phone. Will be required to participate in the Emergency Response and Snow Program.

SUPERVISORY RESPONSIBILITIES

This position is supervisor over the Environmental Services Department and the maintenance departments including Building Maintenance, HVAC, Electrical Maintenance, Auto / Equipment Maintenance, Grounds Maintenance, and Maintenance Baggage Systems.
