Leidos is seeking a Management Lead to join our FEDSIM delivery team in support of high-priority corporate and strategic growth initiatives within our federal portfolio. This role is part of Capture Operations and Excellence and operates within the FEDSIM Center of Excellence (CoE). The Management Lead will support corporate and sector FEDSIM opportunities. FEDSIM opportunities range from $300 million to over $1 billion in total contract value.
Primary responsibilities include early and persistent engagement with Sector / Business Area SMEs and proposal staff to facilitate developing and delivering Management Approach and Task 1 : Program Management content for a FEDSIM proposal. Additional responsibilities include overseeing management-related technical written products such as staffing rationale, Key Personnel Qualification Matrices (KPQMs), transition planning, corporate experience, and quality plans.
While this role offers remote flexibility, occasional travel to Leidos offices in Reston, VA, and the Washington, DC metro area may be required to support solutioning and is required in support of executing live proposal opportunities.
Key Responsibilities
Lead the planning, development, and writing of innovative, executable, customer-focused management solutions that position Leidos for success on complex, large-scale opportunities.
Analyze and integrate information from previous solicitations, Requests for Information (RFIs), Market Assessment Discussions (MADs), Electronic Reading Rooms (eRRs), draft PWS, Section H, and final Task Order Request (TOR) documents.
Incorporate insights from FEDSIM sessions, including industry days, market assessments, due diligence, symposiums, events, and trade shows.
Identify / apply management frameworks and develop organizational models that accelerate technical approaches in program execution.
Develop and refine solution maturity across the management approach and capabilities, win themes, features, benefits, and outcomes aligned with our technical approach.
Collaborate with CoE artifact owners, SMEs, task leads, bid PMs, key personnel, slide engineers, graphic leads, Capture Managers, Growth Managers, and Proposal Managers to ensure seamless execution across Management Approach and Task 1 : Program Management content.
Identify and integrate best practices, innovation, and organizational models to support customer goals, enhancing the proposal with clear explanations and compelling graphics.
Contribute to the development of risk assessments, service level agreements (SLAs), and quality management plans, ensuring alignment with the final solicitation (FTOR).
Write and deliver the Management Approach and Task 1 : Program Management portion of the Oral Presentation, engaging from early proposal meetings through final submission.
Required Qualifications
Bachelor’s degree and 12+ years of experience (or a combination of additional education or experience), including 4+ years in a leadership or management role.
5+ years of experience supporting government IT program delivery for Defense, Intelligence Community, and Federal Civilian clients.
2+ years of experience working as the lead in support of Management Approach / Program Management (Task 1).
Broad knowledge of common management frameworks in execution such as : ITIL©, CMMI©, Lean / Six Sigma©, SAFe©, Agile methodologies, etc.
Experience crafting compelling proposal content and articulating solution strategies in written and oral presentations.
Strong leadership and management skills, with the ability to manage teams, resolve challenges, and drive proposal activity success.
Strong written and verbal communication skills, capable of conveying complex technical concepts to diverse audiences.
Willingness to work onsite during critical proposal phases (Final TOR release), including evenings and weekends if necessary.
US citizen and eligible to obtain a Secret security clearance.
Preferred Qualifications
Experience as a Management Volume Lead (written plus orals content) on two (2) winning FEDSIM proposals within the last five years.
Project Management Professional (PMP) certification from the Project Management Institute (PMI), or equivalent.
Certification in one or more of the common management frameworks identified above. Certified agile Scrum Master.
Active TS / SCI (eligible) security clearance (or equivalent).

Pay Range : Pay Range $126,100.00 - $227,950.00
