Job description

POSITION SUMMARY

The Housing & Financial Wellness Counselor (Counselor) provides linguistically and culturally appropriate financial capability and housing counseling services as well as comprehensive case management to individuals and families toward the goal of supporting them in overcoming barriers and reaching financial stability and wellness. The primary focus of the Counselor is on financial coaching and education, housing counseling and case management, and the delivery of workshops related to budgeting, credit, rental readiness, and homeownership. The Counselor also provides navigation support for rental assistance programs and eviction prevention resources and guidance.

Reports to : Housing & Economic Support Services Manager

Location : CLUES St. Paul and Minneapolis, MN Offices

Position Type : Regular

Schedule : Full-Time. Monday - Friday Office hours, with some evening & weekend hours.

Estimated Pay : $23.75 - $26.00 per hour (depending on experience & qualifications).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Financial & Housing Counseling and Coaching

  • Conduct financial capability and housing workshops (budgeting, credit, consumer protection, rental readiness, homeownership, among Financial and Housing related topics).
  • Work with clients one-on-one to identify barriers to financial and housing stability and develop clear, goal-oriented work plans while providing comprehensive case management.
  • Assist clients in creating strategic plans and timelines that help them meet realistic goals toward self-sufficiency.
  • Support clients in accessing supplemental programs such as Lending Circles, VITA tax services, and other wraparound services
  • Maintain compliance with HUD standards for housing counseling
  • Maintain and monitor data collection, client management systems (Salesforce, HomeKeeper, SureImpact, HMIS etc.), and reporting processes.

Housing Navigation Support

  • Offer resource navigation for housing-related needs and other economic stability challenges (food access, employment, public benefits).
  • Make warm referrals internally and externally to community organizations and resources.
  • Support landlord engagement activities, including collection of required documentation and distribution of program materials.
  • Community Engagement & Other Tasks

  • Participate in community outreach events, resource fairs, and program-specific clinics.
  • Promote the mission, operating values, and services of CLUES within the community
  • Provide weekly, biweekly, and quarterly updates and corresponding reporting metrics and outcomes where applicable.
  • Ensure culturally and linguistically appropriate services in English and Spanish.
  • Assist in the coordination of data collection and program reporting.
  • Maintain client confidentiality in accordance with HIPAA, agency policies and other applicable laws, regulations and ethical standards.
  • Maintain open communication with supervisors and solicit feedback when necessary.
  • Support programmatic integration and facilitate opportunities for interdepartmental collaboration.
  • Carry out all other duties as assigned by supervisor.

    SUPERVISORY RELATIONSHIPS

  • This position has no supervisory responsibilities for staff; they may provide oversight and support of program interns and volunteers.
  • QUALIFICATION REQUIREMENTS

    Education, Experience & Key Abilities

  • Bachelor's degree in Business / Finance, or related field or equivalent combination of education and experience.
  • 3+ years of experience with one-on-one comprehensive case management, customer service and knowledge of the mortgage industry or banking industry required.
  • Demonstrated experience in financial literacy coaching and / or other related non-profit experience.
  • 1-2 years of experience working with mortgages, default / foreclosure prevention, credit, pre-purchase or homebuyer education preferred.
  • Bilingual in Spanish and English with cultural awareness and sensitivity required.
  • Housing Counselor Certification from the Department of Housing and Urban Development (HUD) required or willingness to become HUD certified within 6 months of hire.

  • CLUES will provide customary training and preparation to uncertified individuals to receive HUD approved Housing Counselor Certification.
  • Highly experienced with community resources available to clients and familiar with services offered by other metro area community providers preferred.
  • Must be organized, possess the ability to work under pressure and stress, have high attention to detail, and the ability to multi-task in a fast-paced environment.
  • Must possess demonstrated ability to solve practical problems, manage conflict and change, foster teamwork, successfully manage interpersonal relationships, and provide leadership.
  • Equivalent combination of education and experience may be accepted.
  • Language Skills

  • Effective communication in English and Spanish, both verbally and in writing required.
  • Ability to read, analyze, and interpret written materials, maintain accurate documentation, and respond appropriately to questions and requests.
  • Transportation

  • Must have access to use a reliable motor vehicle for independent transportation, valid driver's license, proof of automotive insurance, and maintain a good driving record. Must submit to and pass annual recertification of compliance with CLUES Automobile and Transportation Policy and driving record check.
  • Computer Skills

  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and other common software (e.g., database, reporting, client management systems, etc.).
  • Must be willing to attend training to advance technical skills and maintain appropriate skill levels to perform job duties.

    Background check

  • Must pass a criminal background check and driving record check. As a condition of continued employment, staff person may be required to submit to and pass these, and additional background checks, including resubmission and reverification.
