Position Description

Leads the General Ledger Team within the Financial Management Division. This position reports to the Financial Reporting Manager. This position leads the work of 3-5 professional employees and performs complex and advanced professional-level accounting work to ensure the accuracy and integrity of the Department's financial data. This role requires regular interaction with other governmental agencies and private entities. Employees at this level work independently, setting priorities and managing work plans to meet established objectives, with issues typically resolved at the point of occurrence

Essential Duties :

  • Serves as Team Lead of the General Ledger Team within the Financial Reporting Branch, overseeing 3-5 professional staff.
  • Reviews and approves accounting entries and work products to ensure accuracy, completeness, and compliance with GAAP and state / federal regulations.
  • Trains, mentors, and provides ongoing guidance to staff, fostering professional growth and high-quality work.
  • Assigns tasks, monitors progress, and maintains accountability for the team's deliverables and deadlines.
  • Leads research and implementation of new Governmental Accounting Standards and process improvements to enhance efficiency and accuracy.
  • Develops and reviews complex financial reports, including the Annual Comprehensive Financial Report and four stand-alone audited reports.
  • Serves as liaison with external auditors, coordinating requests and ensuring timely responses through audit software.
  • Represents the Financial Reporting Branch in internal and external meetings and provides advanced accounting support to districts, divisions, and other state entities.
  • Minimum Qualifications :

    Education : Bachelor's Degree in Accounting, Finance, or Finance-related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

    Experience : 5 years of experience in professional-level accounting work. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

    Licenses and Certifications : Valid driver's license. This position requires driving a state vehicle.

    Preferred Qualifications :

  • United States CPA license is highly preferred. If currently licensed in a state other than Texas, license must be transferred to Texas within 6 months of hire.
  • Bachelor's Degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
  • Undergraduate and / or advanced degrees are highly preferred.
  • Competencies :

  • Communicates effectively and maintains strong working relationships across teams and with external partners.
  • Applies generally accepted accounting principles (GAAP) and fund accounting concepts in preparing and reviewing financial data.
  • Researches, interprets, and applies state and federal laws, regulations, and agency policies relevant to governmental accounting.
  • Demonstrates proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and familiarity with SharePoint, Tableau, or similar data analysis platforms.
  • Utilizes accounting systems and applications to analyze data, identify discrepancies, and reconcile accounts accurately.
  • Leads, assigns, and reviews the work of others while fostering teamwork and collaboration to achieve shared goals.
  • Trains staff in accounting processes, systems, and procedures in both classroom and on-the-job settings.
  • Ensures compliance with internal controls and maintains a safe, organized, and efficient work environment.
  • Physical Requirements and Working Conditions :

  • Sedentary work : Lift up to 10 lbs at a time and occasionally carry files / small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and / or fingers
  • Close Visual Acuity-work includes data / figures; view a computer screen; extensive reading
