Job Description
The essential function of the position within the organization is to assist the Trial Court Technology Officer in managing the Circuits technology operations.
The position is responsible for staff supervision, assisting in the development and implementation of strategic plans for court technology, assisting in the preparation and management of technology budgets, developing, and implementing computer policies and procedures, managing technology projects, and performing related administrative tasks and duties as specified by the Trial Court Technology Officer.
The position develops and implements programs within organizational policies, reporting major activities to the Trial Court Technology Officer through conferences and reports.
Examples of Work Performed :
Assists the Trial Court Technology Officer in directing and supervising staff, including organizing, selecting, or recommending selection, training, assigning, and evaluating work, counseling, disciplining, and recommending termination;
prepares periodic employee performance evaluations; reviews and approves timesheets and leave requests.
Collaborates with senior management, within the local court, to develop project plans to meet the technology needs of the circuit;
manages implementation of plans to ensure adherence to organizational standards, policy, and procedures; and makes adjustments as needed.
Collaborates in the formulation and presentation of budget requirements; assists in the execution of court technology budgets;
oversees and recommends department expenditures.
Maintains reliability and functionality of existing information technology systems and servers; ensures security for information systems devices and data;
and manages the flow of information to the Internet, court systems, other agencies, and internal users.
Supports in the design, management, operation, and lifecycle of all due process equipment including video remote interpretation (VRI), Digital Court Reporting hardware and software and assisted listening devices and any other similar technology.
Meets with service providers and business partners to discuss new technology; negotiates pricing of technology equipment;
recommends the procurement and installation of hardware and software for court technology operations; and verifies compliance with licensing agreements required by software vendors.
Assists the Trial Court Technology Officer in the formulation of Memo of Understanding (MoU) with external stakeholders and any audits performed in support of the MoU’s.
Supports in the execution of data integrity standards and requirements, system standards, and guidelines established by the Florida Courts Technology Commission and the Florida Supreme Court.
Assists in the development of policies and procedures in consultation with senior management, within the local court, to ensure efficient and economical system operations;
evaluates results to ensure compliance; and identifies deficiencies.
Supports in the annual state and county inventory process.
Coordinates and collaborates with other agency Information Technology (IT) departments for any information technology needs.
Assists in the formulation of the Continuity of Operations Plan and IT Business Continuity Plan.
Manages administrative matters, including, but not limited to, conducting special studies; preparing routine or special repots;
developing and administering training; or providing for staff technical or professional growth.
Conducts staff and other professional meetings and conferences to exchange information; promotes data sharing between agencies involved in the justice process.
Attends technical or professional seminars or conferences to improve professional skills.
Education and Training Guidelines
Education : Refers to job specific training and education that is recommended for entry into the position.
Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.
Bachelor’s degree in business management, business administration, information technology, computer science, management information systems, or a closely related field.
Bachelor’s degree may be substituted for at least four years of work experience within the Information Technology field.
Experience : Refers tothe amount of related work experience that is recommended for entry into the position that would result in reasonable expectation that the person can perform the required tasks.
Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.
Four years of related work experience, including two years in a supervisory or managerial capacity within the Information Technology field.
Competencies
Knowledge of computer hardware, software applications, operating systems, and the ability to plan, develop, implement, and evaluate computer and communications systems and services.
Ability to assess technology capacity and needs including long range goals and resource allocation. Ability to work with court staff, judges, and other elected officials.
Capable of developing policies, procedures, and standards for technology operations.
Specific knowledge of Windows Server, Ubuntu Server, Active Directory, Microsoft365 administration, IP Networking, Cisco and HP network switch configuration, and NAS configuration are desired.
