Job Description:

Bennett Aerospace , Inc. has an opening for a highly motivated Diversion Program Specialist / Subject Matter Expert II in support ofa Federal Law Enforcement client located in Houston, Texas. The Diversion Program Specialist (DPS) will report to the Diversion Program Manager (DPM) for guidance on day-to-day direction. The DPS will use highly specialized knowledge and skills to provide sound advice and guidance about a range of diversion control program activities through various methods such as informal and formal reports, charts, outreach presentations and talking points, and process recommendations.

The DPS will have a knowledge of a wide range of analytical and evaluative methods/ techniques to conduct related research and assessment projects; interpret and explain guidelines, findings, and conclusions and resolve problems. The DPS shall recommend Diversion Control Program (DCP) requirements and resource placement appropriate for their respective area of responsibility to include registrant/industry outreach and education effectiveness and efficiency; short and long-term needs; propose substantive improvements or enhancements; and ensure the optimal use of resources such as funding, staffing, overtime, group locations, and effective communication to the registrants and industry.

The DPS shall be the lead for management and coordination for National Takeback Day Initiative (NTBI) and coordinate/support the DPM on registrant/industry outreach programs. The contractor will not be able to speak on behalf on the government, but shall organize and develop outreach presentations and assist with presentation/outreach initiative logistics as needed.

This position will perform approximately 50% diversion liaison and registrant/industry outreach support; 30% strategic planning and analysis; and 20% research and writing as determined by the Diversion Program Manager for Diversion Division specific needs.

Responsibilities

Key duties and responsibilities:

In order to accomplish the required functions associated with this job, the Diversion Program Specialist (DPS) will perform the duties detailed below:

  • Research, analyze, plan, organize, coordinate, and implement initiatives to facilitate awareness of prescription drug trafficking, abuse, and registrant/industry programs within the field division’s area of responsibility.
  • Provide information and develop cooperation with appropriate groups, local/regional representatives of national partnering organizations, the regulated community, and representing associations.
  • Assist to establish partnerships with representative of government and law enforcement agencies, local/regional/national organizations, industry, and associations.
  • Support the DPM in maintaining liaison partnerships to share and obtain information, form partnerships and ensure the appropriate commitment of resources to meet these needs
  • Assess and recommend outreach and education initiatives to industry/registrants to more effectively address diversion issues and concerns.
  • Organize and avoid scheduling conflicts when planning training seminars, lectures, conferences, meetings, and activities relevant to education and outreach programs.
  • Prepare qualitative and quantitative assessments to determine related needs, priorities, and capabilities of the field division
  • Make substantive recommendations to the DPM regarding education, registrant/industry outreach strategies, effectiveness of the diversion control program in their division, and recommend resource placement
  • Coordinates with DEA Headquarters Diversion Liaison Section and Division Outreach personnel to coordinate conferences and other events.
  • Prepares requests for conferences/events, cost analysis, and prepares required reports.
  • Maintain key information and identify potential sources for needed funding, and submit projections.
  • Address documentation requirements.
  • Performs other duties as assigned.

Qualifications

Education and Experience:

  • Master’s degree or higher in a scientific, technical or business discipline or applicable relevant experience.
  • Minimum of 10 years of progressive work experience, culminating in current role as a senior technical/business professional who acts as an adviser in complex and critical client projects.
  • Provides expert scholarly advice, and consultation to projects and professional co-workers.
  • Applies expert and highly specialized knowledge to gather facts, research and analyze data, and develop conclusions, recommendations and strategies.
  • Exhibits expertise in performing a specialized job, task or skill.
  • Possesses greater-than-normal expertise or insight relative to a particular technical or operational discipline, system, or process, and has been selected or appointed to use such expertise to solve a particular problem.
  • Assists project members with analysis and evaluation and with the preparation of recommendations for improvements, optimization, development, and/or maintenance efforts in specialty areas.
  • Able to work as part of a team or independently with minimal direction.
  • Skill in oral and written communication to effectively establish and maintain contacts/relationships/partnerships
  • Ability to interact, coordinate, collaborate, and network with agencies/organizations; disseminate information; respond to inquiries and initiatives; clearly and respectfully provide information
  • Strong computer skills; proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access, and Outlook), technology systems, and communications tools (Adobe).
  • Strong organizational skills.

Travel Requirements:

  • The individual must be able to travel up to 5% of the time within the area of regional responsibility.

  • Strong organizational skills;

  • Ability to multi-task; detail oriented; be observant and anticipate operational needs
  • Excellent problem solver and able to handle difficult situations

Security Requirements :

Security Clearance Level: Public Trust

  • Applicants selected will be subject to a Government background investigation and must meet eligibility and suitability requirements.
  • Must be a US Citizen with the ability to obtain a US Government security clearance.
  • Successful Pass of Bennett Aerospace Background Investigation, Drug Screening and Credit Check.
