Job description

Traffic Field Supervisor

The city of Las Vegas is accepting applications for Traffic Field Supervisor. This position plans, prioritizes, assigns, supervises, and reviews the work of staff responsible for the construction, installation, maintenance, operations and repair of traffic signage, roadway markings, traffic signal systems, school flashers, intelligent transportation systems, roadway lighting systems, area lighting systems, sports lighting systems, computerized communication cables, and associated equipment; oversees and participates in all work activities; and performs a variety of technical tasks relative to assigned area of responsibility.

Receives direction from the Assistant Traffic Manager or higher level management staff. Acts as a formal supervisor, exercising direct supervision, including selecting new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees.

A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list. You must score 70% or higher on the examination to be placed on the eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years. The purpose of this recruitment is to establish an eligible list for current and / or future openings which may include part-time or full-time positions.

Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.

Example Of Duties

Essential Functions :

  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for construction, installation, maintenance, operations and repair of traffic assets, such as signage, roadway markings, roadway lighting, area lighting, sports lighting, data communication systems, traffic signals, school flashers, other intelligent transportation systems, and related devices and equipment.
  • Acts as first line supervisor for designated staff within a department, including interviewing and selecting of job applicants, training, overseeing work, and establishing and evaluating appropriate performance standards in accordance with department objectives.
  • Recommends and assists in the implementation of division goals, objectives, policies and procedures. Assists with the annual development and submission of strategic business plan measures. Prepares and presents periodic performance statistics and reports. Recommends and implements approved policies and procedures.
  • Ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
  • Submits budget recommendations. Monitors all financial transactions, expenditures, and identifies and reports potential financial overruns and variances at an early stage.
  • Monitors and maintains appropriate levels of supplies, equipment, and inventory to ensure efficient and effective operations. Participates in the procurement process, including researching materials, equipment, and vendors, assisting with specifications, and requisitioning materials as needed. Monitors and evaluates contractor performance; oversees inventory control.
  • Designs, monitors, supervises, and oversees modifications to existing signing, lighting, marking, and traffic signal systems; inspects and oversees the inspection of newly installed assets; evaluates damage to assets as necessary; reads and interprets blueprints and schematic drawings.
  • Coordinates, oversees, and participates in maintenance and repairs of all types of traffic assets and equipment, including emergency repairs. Responds to malfunctioning traffic signals and lighting systems, as well as damaged traffic signs and roadway markings; performs repairs or dispatches maintenance and repair crews as needed; verifies costs and rates charged for damages to city property.
  • Maintains manuals related to a wide variety of traffic-related assets, including roadway / area lighting assets, traffic signs, roadway markings, traffic signal devices and installations, as well as other types of assets maintained by Traffic Engineering.
  • Programs, plans, supervises, coordinates and reviews installations and maintenance of roadway lighting, sports lighting, parking lot lighting, park lights, data, and traffic signal systems, including poles and electrical apparatus; determines locations for signs, poles, loops and aboveground / underground facilities; prepares sketches of intersections and as builts. Reviews, designs and modifies plans including signage, pavement markings, electrical and lighting systems.
  • Serves as liaison for the assigned section with other city departments, divisions, the public and outside agencies. Represents the division in various meetings, committees and working groups. Negotiates and resolves difficult, sensitive, significant or controversial issues. Handles inquiries and complaints from start through resolution in an effective and timely manner.
  • Monitors traffic at the Jurisdictional Management Center (JMC); coordinates efforts with the Traffic Management Center (TMC) in adjusting the timing of traffic signal devices.
  • Oversees the line locating function for all city-maintained facilities.

Marginal Functions :

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of traffic signal support systems.
  • Maintains a variety of automated and manual logs, records and files.
  • Operates and secures assigned vehicle and other assigned equipment; determines whether vehicle is in good working order; maintains vehicle in clean and fueled condition.
  • Performs related duties and responsibilities as required.
  • Minimum Requirements

    Experience : Three years of increasingly responsible experience in the repair, maintenance, construction or installation of traffic-related assets. One year experience in a supervisory or lead role is required. Training : Equivalent to graduation from high school. Supplemental training in supervision, management, or leadership is preferred.

    License or Certificate : Possession of an appropriate valid driver's license on the date of application, and maintenance thereafter. Must possess one of the two certifications listed below on the date of application. Continued employment requires the remaining certification be obtained within two years of the date of appointment.

    Possession of certification as a Traffic Signal Technician Level II from the International Municipal Signal Association, and maintenance thereafter.

    Possession of certification as a Signing & Marking Technician Level II from the International Municipal Signal Association, and maintenance thereafter.

    Possession of a current Nevada Electrical Qualifications Card as a Master Electrician or Journeyman Electrician is desirable. Possession of certification as a Traffic Signal Technician Level III and Signing & Marking Technician Level III from the International Municipal Signal Association is desirable. Possession of a Photovoltaic Installer License issued by the Nevada Occupational Safety and Health Administration (Nevada OSHA) within 6 months of the date of appointment, and maintenance thereafter. Special Requirements : Responding to emergency situations after normal work hours including nights, weekends and holidays is required.

    Knowledge, Skills, and Abilities

    Knowledge of : Principles and techniques of supervision, training and performance evaluation. Tools, testing instruments and vehicles used in traffic asset maintenance. Specifications for public works construction and their application in traffic asset construction. Modern and complex principles and practices of electricity. Occupational hazards and safety practices related to traffic asset maintenance and repair and established work zones. Modern office procedures, methods and computer equipment. Principles, practices, theories, materials and tools used in traffic asset maintenance and repair. International Municipal Signal Association (IMSA) Standards. Manual on Uniform Traffic Control Device (MUTCD) Standards. National Electrical Code (NEC) principles. Various traffic signal installations, traffic signage, pavement marking and street lighting systems used in the city. Construction principles and standards for traffic assets. Basic principles of computer operations and traffic detection systems. Digital and analog circuitry as related to field. Principles and practices of occupational safety hazards and safety precautions of the trade. Pertinent federal, state and local laws, codes and regulations. Modern office procedures, methods and computer equipment. Basic mathematical principles. City procurement procedures and processes.

    Skills in : Interpreting, explaining, applying and enforcing city policies and procedures. Coordinating and scheduling activities designed to support traffic asset maintenance, repair, installation, and operations. Establishing and maintaining effective working relationships with those contacted in the course of work including City officials and the general public. Working independently without direct supervision. Preparing clear and concise reports. Reading and understanding blueprints, plans, schematics and drawings. Preparing estimates of time and materials needed for work assignments. Designing and reviewing plans involving traffic related systems. Distinguishing colors. Analyzing and interpreting problems in traffic asset systems, components, and apparatus. Communicating clearly and concisely, both orally and in writing. Understanding systems used in traffic engineering.
