Overview
Modern Technology Solutions, Inc. (MTSI) is seeking a Test Engineer to join our team at Kirtland Air Force Base, NM, to support execution of the Space Systems and Hardware Integration for Novel Space Experiments (SSHINE) program supporting Air Force Research Laboratory (AFRL) / Integrated Experiments and Evaluation Division (RVE), Rapid Architecture Prototyping and Integration Development (RAPID) Branch (RVEX). This position requires a strong understanding of space requirements, testing, and operational environment. The candidate will support the AFRL RAPID mission to drive data-informed decisions at speed, maximizing the Service's flexibility and efficiency in delivering space-based capabilities for the Joint Force and the nation. The successful candidate is a self-starting, proven leader and problem solver with the ability to deliver results in a high-profile, fast-paced environment, and with excellent communication skills and the ability to collaborate effectively with cross-functional teams.
Responsibilities
- Providing direct Test and Evaluation (T&E) management support and technical expertise to AFRL organizations as required.
- Applying T&E knowledge and experience to support the modelling of systems and subsystems for use by RVEX throughout their development, procurement, and sustainment activities across their life cycles, including pre / post award T&E M&S tasks.
- Familiarization with DoD, USSF, and USAF T&E regulations, processes, and procedures to support the design, planning, execution, and analysis phases of test programs and assess the performance of space systems, subsystems, and equipment as they progress through acquisition phases and milestones.
- Assisting in the design, planning, execution, analysis and reporting phases of T&E programs to assess performance of space systems, subsystems, and equipment as they progress through acquisition milestones (applicable certifications and procedures included).
- Assisting in reviewing, developing, and updating applicable program documentation for T&E management requirements across the full spectrum of actions required to award contracts (pre-award to post-award) including NDA compliance.
- Supporting development of documentation and presentation materials as requested based on cost, schedule, and performance constraints.
- Providing advisory support for program space system contractor source selections on all T&E management requirements as needed.
- Supporting ITT activities and interaction with other test organizations and stakeholders as needed.
- Recommending, assessing, and assisting in analyzing requirements and objectives as they apply to RAPID, T&E concepts, strategies, and plans.
- Assisting with Acceptance Test Procedures (ATP) for delivered items, models, and hardware, and coordinating testing requirements with RAPID, program office customers, contractors, and other agencies.
- Providing technical analysis support in planning, conducting and participating in PMRs, TRRs, TIM, ICWG, SRR, configuration management reviews / audits, and other technical / programmatic forums as required.
- Assessing, evaluating, and assisting in analyzing test strategies, requirements, and objectives for issues impacting availability, performance, safety, interoperability, or capability of space systems or subsystems.
- Supporting tradeoff studies and recommending alternative test strategies for RVEX or other approaches to the government.
- Preparing, maintaining, updating, and reviewing the full range of test and test-related documentation (TEMP, Integrated System Test Plan, ITT Charter, PID, SOC, and related plans / reports).
- Providing recommendations on integrated data processing, software, M&S, and analysis considerations.
- Assisting the Government with determining capability and availability of RAPID and other major DoD and civilian test resources and scheduling required test resources in support of USSF project objectives.
- Providing recommendations on data collection methodology, instrumentation, data formatting for processing and analysis, and data reduction.
- Providing improvement recommendations to USSF officials based on data analysis and M&S techniques to improve testing techniques or identify areas for investigation.
- Maintaining knowledge of T&E best practices, trends, and emerging technologies and evaluating their potential impact on the RAPID mission.
Qualifications
5+ years of test experience on complex defense systems (communications systems highly preferred).Experience with DoD space missions and programs.Experience in space test management, test program sets, test execution with test organizations, test resourcing and / or policy at Major Command or Air Staff level.Experience with duties or assignments in support of engineering relevant to space programs.Ability to understand DoD / USSF test processes and documentation.Ability to work with military or DoD civilian clients and manage professional relationships.Education
Required : Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM), Information Technology, computer science or similar from a regionally accredited institution.Desired : Master's degree in STEM, IT, computer science or similar from a regionally accredited institution.Clearance
Active Top Secret clearance with SCI eligibility.Location and Travel
Full-time, on site in the vicinity of Albuquerque, NM, with up to 25% travel within the continental United States.
