Purchasing Manager
As a Purchasing Manager, you will play a pivotal role in overseeing the purchasing process, ensuring that all acquisitions are conducted within established policies and procedures. You will manage a team, handle vendor relations, and collaborate with various departments to optimize procurement operations.
Responsibilities :
- Review requisitions for purchase and prepare bid / proposal packages.
- Oversee the bid / proposal process, evaluate quotes / bids / proposals, and make recommendations for purchase awards.
- Conduct pre-bid meetings and issue addendums as necessary.
- Answer vendor questions and determine appropriate actions.
- Utilize a variety of office equipment and software.
- Supervise department employees, including assigning and reviewing work, maintaining standards, and addressing employee issues.
- Administer and monitor the purchasing card program.
- Resolve purchasing or purchase order-related problems in collaboration with vendors and other departments.
- Monitor daily ordering, receiving, and issuing of departmental stock.
- Administer purchasing rights within the purchasing module / software.
- Recommend changes to internal purchasing procedures and the District's Purchasing Resolution.
- Interact with various stakeholders, including Commissioners, Department Heads, vendors, and the general public.
- Perform other related duties as assigned.
Essential Skills :
Strong experience in purchasing, proposals, bid evaluation, inventory control, ERP systems, vendor and supplier management.Proficiency in customer service, negotiation, and presentation skills.Experience managing purchasing teams within a corporate / industrial environment is highly preferred.Experience handling RFQs and RFPs.ERP software and Microsoft Excel proficiency.Effective communication skills, including presenting information and writing reports.Ability to maintain cooperative relationships with vendors and resolve discrepancies.Additional Skills & Qualifications :
Bachelor's Degree in a related field or equivalent education, training, and / or experience.Five (5) years of related experience.Valid driver's license.Preferred : Certifications from The Institute for Public Procurement (NIGP) such as Certified Public Officer (CPPO) or Certified Professional Public Buyer (CPPB).Experience managing inventory, including performing cycle counts, is a plus.Ability to offer training and assistance to coworkers and other departments.Initiative to complete duties without direct supervision.Strong organizational and prioritization skills.Work Environment :
The role is fully in-office, operating Monday through Thursday from 6 : 30 am to 4 : 00 pm or 7 : 00 am to 4 : 30 pm, totaling 36 hours per week. You will report to the CFO and lead a team of two Purchasing Associates, managing warehouse and inventory operations. The office is situated within a warehouse space, with a total of 100-115 employees working both in the office and field.

Pay and Benefits :
The pay range for this position is $70000.00 - $90000.00 / yr. Company provides full range benefits.
