Building Inspector Position

This position performs detailed plan review and provides building inspection support as well as assists the general public, contractors, engineers, and architects doing business with the City of Gillette. Performs pre-construction site inspections and coordinates site plan reviews with other City divisions and permit applicants. Reviews plans for completeness. Advises applicants of missing or incomplete items. Provides direct customer service to contractors, architects, engineers, and the general public. Answers or refers general questions about the permitting process, building inspections, or plan review. Responds to technical inquiries or complaints. Drafts, composes, reviews, edits, and / or revises a variety of written documents. Assists in the division's building permitting process and serves as the point of contact for related issues. Performs construction inspections and coordinates plan reviews with other divisions and permit applicants. Conducts and oversees plan review. Assists field inspection staff with complex commercial / industrial projects. Issues building permits. Performs field inspections. Coordinates information for the adoption of amendments or technical construction codes. Performs other duties as assigned.

Knowledge of construction methods and materials common to commercial, industrial, and residential construction projects. Knowledge of basic engineering standards and codes. Knowledge of safety, fire, mechanical, plumbing, electrical, and energy conservation codes. Knowledge of modern construction methods, practices, materials, tools, and equipment. Knowledge of blueprints and related specifications. Knowledge of workflow management. Skill in interpersonal communication. Skill in cooperative problem solving. Skill in interpreting codes accurately and effectively. Skill in enforcing regulations with fairness, tact, and impartiality. The Chief Building Official assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results. Guidelines include International Building Codes, city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

The work consists of varied technical construction inspection and code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work. The purpose of this position is to assist the Chief Building Official in the examination of plans, permitting process, and building inspections. Successful performance ensures compliance with all relevant building codes and ordinances. Contacts are typically with co-workers, other city employees, architects and engineers, contractors, builders, engineers, homeowners, business owners, and members of the general public. Contacts are typically to give or exchange information, resolve problems, motivate persons, and negotiate, defend, or settle matters.

The work is typically performed while sitting at a desk or table or while standing or walking. The employee frequently lifts light objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors at the scene of construction sites, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts.

Possession of ICC B-3 Building and R-3 Residential Plans Examiner certifications or incumbent must be able to obtain both within 1 year of hire. Minimum 3 years Plans Examiner, Building Inspection experience or equivalent. Experience sufficient to thoroughly understand building inspection processes to be able to answer questions and resolve problems, usually associated with three years' experience or service. Possession of or ability to readily obtain a valid driver's license issued by the State of Wyoming for the type of vehicle or equipment operated. B-1, M-1, P-1, E-1, B-2, M-2, P-2, E-2 certifications preferred. Combinations of certifications and experience will be considered.
