Grants Management Specialist
Performs highly responsible professional, administrative, and managerial work providing oversight and review of all Grants to ensure operational compliance. Administers the County's processes and protocols related to grant performance and compliance by all parties of County agreements. Responsible for administering all aspects of grant and agreement management and compliance. Works with County management team to include the County Administrator and executive leadership team, department directors and other management staff, community partners, other governmental agencies, and granting agencies in the administration of a comprehensive grants management program for the Board of County Commissioners. Responsible for ensuring that all grants and related documents presented to the BCC for approval comply with federal, state, and local grant guidance and applicable laws, County Administrative rules and directives, and County policies and procedures.
Essential Job Functions include :
- Coordinates with other departments to identify and prioritize project funding needs and collaborates in defining and implementing project funding strategies.
- Develops process to review new grant programs developed within the organization prior to being considered by the BCC.
- Monitors grant compliance and evaluates the effectiveness of existing grant resources. Develops recommendations for future grant funding based upon program review and analysis.
- Provides oversight and review of periodic reports on the status of County grants and other resource programs.
- Ensures the appropriate BCC approvals are obtained by departments throughout the life of the grant cycle.
- Ensures County Grants Administration Manual is reviewed at least annually and updated to reflect new or changing federal, state, and local laws.
- Educates staff on operational grant compliance topics and provides training to departments.
- Develops and leads operational grant compliance courses for Grant Analysts, departmental staff, and other select partners.
- Provides general oversight of the County's RESTORE program and associated activities.
- Serves as the County's primary point of contact for required federal systems and registration to apply and receive grant funding.
- Interprets state and federal guidelines and regulations on fiscal matters for evaluation of potential new revenue sources.
- Reviews subrecipient's financial and performance reports, provides training, provides technical assistance, and follows up to ensure compliance of Federal Awards.
- Administers all aspects of grant and agreement management and compliance.
- Participates in proper retention schedules for all grants and agreements.
- Maintains an on-going database of all relevant grants.
- Advises county employees on best practices and methodology to correct noncompliance within agreements.
- Identifies problem spots in fulfilling compliance standards and develops recommendations to improve organizational procedures.
- Manages assigned staff; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work.
- Provides guidance as needed to other operational staff to increase compliance-related competencies.
- Develops organization-wide compliance awareness program.
- Serves as a point of contact for the public, employees, partners, and internal and external agencies on all grant matters.
- Participates in meetings as required with staff to assist in identifying and supporting any outstanding compliance issues.
- Coordinates with Program staff, and other departments to ensure the highest levels of funding compliance.
- Directs compliance reviews / audits, works in collaboration with other internal or external programmatic or financial audits.
- Establishes and maintains effective working relationships.
- Assists the leadership team with BCC requests for information and follow up.
- Performs basic administrative duties.
- Provides exceptional customer assistance, problem-solving, and / or complaint resolution.
Min. Education, Licenses, and Certifications :
Education and Experience : An equivalent combination of relevant training, education, and experience :
Bachelor's DegreeFour (4) years of progressively responsible experience in managing grants or agreements.Knowledge, Skills, and Abilities :
