SENIOR INFORMATION TECHNOLOGIST

This recruitment is being held to establish an open to the public eligible list to fill current and future Senior Information Technologist positions. This list may also be used by any other agencies within the County of Orange. This recruitment may also be used to fill positions in similar and / or lower classifications.

CLERK-RECORDER

The Clerk-Recorder Department is responsible for issuing, handling, and safeguarding a variety of public records, including property records, marriage licenses, and birth and death certificates. They are also in charge of overseeing the Orange County Archives, which is the main repository for historical property documents and vital records. THE OPPORTUNITY

The Senior Information Technologist performs advanced professional duties pertaining to the analysis, maintenance and administration of computer hardware and software systems to meet business needs of the Clerk-Recorder Department. Duties emphasize advanced system administration, maintenance and problem analysis / resolution within client-server environments. Work is often broad in scope and may encompass multiple information technology specialties, such as Application Development, Network, Database or Security.

As the Senior Information Technologist, the successful candidate will be responsible for the following :

  • Providing senior level administration for the Department's Microsoft Windows based SQL Server; proficient in SQL Server database management and fluent in Microsoft T-SQL.
  • Installing, configuring, and supporting Windows Server 2019 in an enterprise environment.
  • Developing small scale software applications and utilities in Microsoft Visual Basic or C# to meet the department's business goals.
  • Providing support to the Department's VMware based virtual network infrastructure.
  • Comprehensive understanding of networking fundamentals to support network engineers in maintaining and optimizing server-based applications.
  • Provide County-wide support and liaison to the central I.T. team for Change Requests.
  • Managing and supporting department specific software applications Cornerstone (CashieringSystem), SECURE, LandDocs, Recorder Works, ExtractSystem; implementing new versions of these applications by closely working with vendors; includes installing, configuring, testing, troubleshooting, collecting user feedback and providing it to the vendor for a successful outcome.
  • Managing and supporting Cornerstone, LandDocs, RecorderWorks and VitalsDocs databases.
  • Supporting the Department's Cyber Security Posture and liaison to the Cyber Security Team.
  • Write programs / scripts and develop reports using standard application development products and tools.
  • Assisting the IT Manager and Supervisor in managing projects (e.g., vendor liaison, system analysis, testing and user training).
  • Maintain hardware and software applications at the County disaster recovery site.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

Three years of SQL Server experience. A bachelor's degree from an accredited institution related to the competencies and attributes required of the position is desired.

College level education or training directly related to the competencies and attributes required of the position may be substituted for up to one year of the required experience at the rate of three semester units = one month of experience, and one hour of training = one hour of experience. College level education or training beyond a bachelor's degree related to the competencies and attributes required of the position may be substituted for up to an additional year of required experience at the same rate.

In addition, the ideal candidate will possess extensive professional knowledge and experience in the following core competencies :

Information Technology Knowledge | Software Application Experience

  • Developing plans to safeguard servers and storage systems against modification, destruction, or disclosure and to meet disaster recovery needs.
  • Maintaining, enhancing, and supporting software programs developed in-house using Microsoft Visual Studio.
  • Understanding of computer / scripting / markup languages including C# or Visual Basic .NET, JavaScript, XML & PowerShell.
  • Gathering user requirements for software enhancements and validating specifications.
  • Planning, testing and implementing software changes to enhance services.
  • Working on large projects with cross-functional teams and significant resources.
  • Creating workflows for support processes and dashboards; updating websites.
  • Creating and maintaining Active Directory user accounts, security groups, and permissions.
  • Participating as a technical leader or team member for agency and countywide initiatives; evaluating, recommending and implementing solutions based on County and business requirements.
  • Participating in internal change management projects to gather requirements and enhance processes.
  • Working with technical staff and end users to resolve OS, server hardware, network, and storage issues.
  • Plan, implement and monitor software upgrades, patches, security and backup / recovery processes; coordinate with vendors for installation parameters and testing.
  • Develop policies, procedures, and documentation for IT systems; participate in research and development to improve the production environment.
  • Collaborate with other support staff to resolve hardware and software issues related to workstations and peripherals.

  • Identify and resolve challenging technical issues by researching possible solutions.
  • Make strategic judgments and evaluate IT decisions.
  • Prepare mock-ups for user interfaces and software services.
  • Provide professional support for software-related projects.
  • Test new software and reproduce bugs in UAT environment.
  • Investigate, analyze, and resolve complex network-related problems.
  • Work independently, plan and execute tasks with limited direction.
  • Foster teamwork and consensus when addressing problems.
  • Planning and Organization

    Organize communication plans with project stakeholders, work independently to plan and prioritize, and ensure thorough, detail-oriented delivery; strategize long-term technology solutions.

    Written and Verbal Communication Skills

  • Document technology systems and procedures; present recommendations clearly.
  • Prepare user manuals and provide training on system functions.
  • Communicate effectively with staff at all levels and share ideas to foster collaboration.
  • Customer Service

  • Collaborate with public and private agencies to provide IT services to the community and stakeholders.
  • Build consensus and maintain positive working relationships with peers, supervisors, and managers.
  • Maintain close interaction with technical staff, end users and vendors; demonstrate a positive can-do attitude.
