Client Facilitation Leader

Employees in this class perform tasks of more than average difficulty which involve coordinating, assigning, supervising, and reviewing the work of subordinate permit personnel responsible for the issuance of residential and commercial construction permits such as building, fire, plumbing, mechanical, electrical, site clearing, and paving. The employee plays a key role in the facilitation of multiple residential and commercial projects as they make their way through plan intake, providing the first level of support for all customers (phone, e-mail and walk-ins); issuance of residential and commercial construction permits; complex record keeping; administrative and financial activities; and related support duties. Oversees personnel who provide guidance regarding permit applications and permit issuance, reviewing proposed building plans / specifications to ensure complete code compliant permit applications; coordinating plan review comments, permit issuance, applications, communication with applicants and collection of fees. The exercise of reasonable initiative and independent judgment is required in the interpretation of permitting requirements and regulations. Because public contact is an integral part of the job, employees are required to exercise considerable tact and courtesy. Work is performed under general supervision with assistance available from higher level technical personnel in dealing with problems and technically demanding questions and is reviewed through observation and spot checking of documents processed and permits written.

Examples of Duties

Plans, assigns, supervises, and reviews the work of subordinate personnel; establishes schedules, workload and performance standards for employees; recommends employment, promotion, transfer, discipline, demotion, and dismissal of subordinate employees as necessary; serves as initial respondent to grievances; responds to employee leave requests; completes employee performance evaluations; participates in the preparation of the annual budget and managing expenditures.

Serves as a liaison on high profile projects between the customer and the City of Tampa at the permit intake level; assists clients by providing specialized guidance on required submittal documentation to ensure successful progression into the plan review stage; facilitates problem resolution during project intake. Reviews work for accuracy and adherence to standard procedures; prepares and submits work schedules, ensuring that all positions are covered and suspense dates are met; assists other staff with any questions or problems concerning duties and responsibilities.

Prepares and submits proposed standard operating procedures for assigned areas; collects information, prepares and presents written and oral reports; makes independent decisions and resolves problems; assists with the assessment of training needs and provides training to staff.

Accepts applications and required documents submitted for approval prior to issuance of residential and commercial building permits; verifies documents to ensure that such requirements as value, legal description, address, contractor, explanation of work to be done, fire limits, engineer or architect's seal, and Historical / Business District approval are complete and included; computes square footage of work to be done; prepares routing sheets to accompany plans which are submitted for approval; verifies and completes applications and issues permits for new construction, repair, remodeling, signs, roofing, house moving, demolition, site clearing, and tree removal; performs administrative functions such as document copies, Certificates of Occupancy, electrical power releases and related duties; calculates permit and administrative fee payments based upon an established fee schedule; collects monies due city.

Checks contractor's license for work scope allowed under City of Tampa Interlocal Agreement; refers contractors to website and helps with problems that arise.

Reviews applications for historical buildings and zoning for demolition permits; calculates transportation impact fees for residential projects.

Determines the Federal Emergency Management Agency (FEMA) flood zone information provided and ensures that a survey is attached and that an application for a post-construction elevation certificate is filled out to be completed prior to the issuance of a certificate of occupancy.

Issues Fire Marshal related permits; assists customers with Internet permits.

Schedules inspections and maintains all relevant records.

Operates a computer to prepare correspondence, issue permits, create and maintain records and reports.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of standard office practices and procedures; administrative skills; Microsoft Office applications; basic building construction; construction permitting. Ability to supervise, train subordinate employees and evaluate work performance and progress fairly and effectively; plan, lead, and coordinate work of a team; establish and maintain effective working relationships with other employees and the public; perform basic mathematical calculations with accuracy.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college with a bachelor's degree in building construction, business administration, or related field and three (3) years as a Client Facilitator with the City of Tampa and one (1) year supervisor or lead experience; OR

An equivalent combination of education (not less than possession of a high school diploma / GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

• Possession of a valid Florida driver's license required.
• Possession of an ICC-certified permit technician certification and OJT department skills are required.
• Ability to obtain Floodplain Manager certification (CFM) within (12) twelve months of employment.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
