What We Offer

The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes :

  • Educational Incentive for completion of : 2.5% for an associate degree, 3.5% for a bachelor's degree, or 5% for a master's degree.

Certification Pay : $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification. (For a list of certifications, see the )

Evening Shift Differential - 7.5%

Night Shift Differential - 15%

Weekend Shift Differential - $2.00 per hour

Continuous County Service Incentive Pay : 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years

Preceptor Pay - $2.50 per hour

House Supervisor Pay - $4.00 per hour

Float Nurse Premium Pay - $2.50 per hour

In-House Registry Pay :

Non-overtime is 1.75 straight time base hourly rate

Overtime is 2 times base pay straight time base hourly rate

  • Standby Premium Pay - ¼ of regular hourly wage or Federal minimum wage (whichever is greater)
  • Flexible Credit Allowance : Biweekly contribution towards medical, dental, and / or vision insurance from authorized plans.

    Pension Plan : Participation in the County's defined benefit plan.

    The Position :

    Under general direction, provides advanced skilled nursing care; patient and staff education in an ambulatory care setting; committee participation; quality assurance monitoring; and statistical data information; may provide clinical and functional supervision in the absence of the Clinical Manager.

    Distinguishing Characteristics :

    The Primary Care Clinic Registered Nurse series is distinguished from other nursing classifications in that it is assigned to ambulatory care programs affiliated with the Ventura County Health Care Agency and requires that incumbents demonstrate advanced competency skills and knowledge specific to primary and specialty areas (i.e., family care, women's services, pediatrics, infusion / oncology, surgery / orthopedics, etc.). Incumbents are expected to work at the full scope of their licensure, providing clinical care with a decreasing amount of supervision commensurate with their experience. The regular and senior levels are distinguished by experience and leadership assignments.

    DEPARTMENT / AGENCY : Health Care Agency - Ambulatory Care

    Primary Care Clinic Senior Registered Nurse is represented by the California Nurses Association (CNA) and is eligible for overtime compensation.

    NOTE : Salary placement will be determined according to the current CNA memorandum of agreement.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies within the Health Care Agency. There is currently one (1) Regular vacancy at the West Ventura Medical Clinic.

    Examples Of Duties

    Duties may include, but are not limited to the following :

  • Coordinates and facilitates delivery of care to patient and family in primary care or specialty area.
  • Assesses and identifies nursing care needs of patients; and plans, implements, and evaluates interventions appropriate to these needs.

    Facilitates care teams to promote the completion of team duties and activities, including pre-visit planning, identifying gaps in care, health maintenance needs, and team huddles.

    Uses a minimum of two patient identifiers throughout the patient care process.

    Monitors clinical areas to minimize patient wait time and to address any potential acute situation.

    Prepares patient and exam room for procedures. Assists provider in procedures.

    Collects and prepares specimens.

    May support providers in medication management duties, including providing refills by protocol.

    Assists Director of Nursing in developing and completing competencies for clinical support staff.

    Provides training and clinical guidance to clinical support staff.

    Provides triage of patients with proper disposition and appropriate level of care using agency triage protocols.

    Ensures appropriate documentation in the electronic medical record.

    Coordinates patient care by following up on orders, including referrals to ancillary and specialty services.

    Maintains clean and safe patient areas. Demonstrates adherence to and observes all safety policies and procedures, inclusive of infection control rules and regulations.

    Answers telephones and takes messages, reviews portal messages and routes as appropriate, and completes assigned tasks to ensure patient needs are addressed.

    Provides care appropriate to the age of the patients served (infants, pediatrics, adolescents, adults, and geriatrics), including effectively administering immunization schedules for children and adolescents based on age, following CDC guidelines.

    Implements and ensures adherence to workflows that support quality improvement efforts.

    Provides case management to patients with high-risk / chronic conditions to support treatment plan and patient self-management goals.

    Participates in assigned training and meetings.

    Performs environment of care of clinical audits to ensure regulatory compliance, in collaboration with Director of Nursing / Clinical Director.

    Handles high volume of patients, internal / external customers, and appropriately manages frequent changes, delay or unexpected events.

    Demonstrates knowledge of domestic violence, child and dependent abuse protocols and mandated reporting.

    Demonstrates cultural sensitivity and competence with patients.

    Maintains and adheres to HIPAA.

    Reports patient safety incidents to supervisor and via the patient safety reporting software.

    May assist management in addressing patient grievances.

    Develops and implements patient and family education programs.

    Assists in establishing patient care standards and tracks the performance of clinical support staff in the assigned area.

    Assists Director of Nursing or Clinical Director in the development of clinic policies, procedures, and protocols for patient care.

    May assist in recruiting and onboarding of clinical support staff.

    Maintains current knowledge in specialty areas and ability to apply same in patient care.

    Performs other related duties as required.

    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING, and EXPERIENCE : Requires three (3) years of full-time professional registered nursing experience, including two (2) years of full-time experience in the assigned area of primary or specialty care, e.g., family care, women's services, pediatrics, infusion / oncology, surgery / orthopedics, etc.

    NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California.
  • Must have a current, valid Basic Life Support (BLS / CPR) certification by first day of employment.

    Knowledge, Skills, and Abilities :

    Comprehensive knowledge of : the principles, practices, and techniques used in nursing care at primary and / or specialty clinics.

    Working knowledge of : patient and staff educational methods; quality assurance processes; nursing committee activities; and clinic administrative functions.

    Working ability to : provide direction and serve as a resource to others; complete required continuing education programs; work proficiently in emergency and / or stressful situations; maintain confidentiality of patient / client information; and effectively maintain a positive working relationship with the medical staff, public, patients, and hospital administration; communicate effectively, both orally and in writing.
