General Overview

The Grants Fiscal Administrator, Community Health & Health Equity will play a critical role in the successful fiscal management and sustainability of Mass General Brigham’s grant-funded community health programs and initiatives.

The Grants Fiscal Administrator will report to Director of MGH Community Health Associates and will serve as the fiscal lead for a broad community health grants portfolio administered across the Mass General Brigham (MGB) system, hospitals, and community health centers.

The Grants Fiscal Administrator will primarily be responsible for the ongoing accounting and management of community health and health equity grant budgets, expenditures, revenues, and financial reporting.

The Grants Fiscal Administrator will also provide fiscal support and consultation to Program Managers responsible for the implementation of grant-funded community health programming and collaborate closely with Grants Administration leadership to improve community health fiscal strategy and sustainability.

Principal Duties and Responsibilities

Budget Management :

  • Collaborate with Grants Administration leadership, Program Managers, and funder Contract Managers on preparation and submission of budgets for a range of state, federal, and privately funded grant proposals focused on community health priority areas.
  • Monitor all community health grant budgets throughout their funding cycles, including tracking of transactions, expenditures, and revenues using general ledgers, accounting software, and monthly Year-To-Date (YTD) worksheets.
  • Collaborate with Program Managers to conduct routine (monthly and / or quarterly) budget reviews, projections, and goal setting to ensure appropriate and timely expenditure of grant funds.
  • Track instances of over- and / or under-spending across grants to bill grants out to zero by the end of their fiscal periods.
  • File budget amendments as necessary to reflect budgetary updates across grants.
  • As needed, advise, and monitor Implementation of Change slips for Program Managers to ensure the accurate transfer of charges across grant budgets and fiscal years.
  • Provide consultation and education to Program Managers around budget construction, budget management, expenditure strategies, and allowable use of grant funds.
  • Manage the successful close-out of grant budgets, reconciliation of discrepancies, and end-of-grant fiscal documentation.
  • As grant periods close, collaborate with Grants Administration leadership to ensure program sustainability and integration by strategically shifting personnel and expenses to appropriate alternative funds.

Fiscal Reporting :

  • Collaborate with Program Managers to successfully meet fiscal grant deliverables, including routine fiscal reporting and annual reviews.
  • Manage grant reporting for the MGB Fiscal Accounting Department, including year-end Uniform Financial Report (UFR) annual audit reporting.
  • Identify, procure, and manage fiscal documentation commonly needed for routine and annual grant reporting processes (., audit reports, Master Service Agreements) and serve as a resource to Grants Administration team around the submission of such documents.

Revenue Management :

  • Manage invoicing and / or billing for contracted services through the Enterprise Invoice Management (EIM) / Enterprise Service Management (ESM) system, or other systems as designated by funders.
  • Review fund statements to ensure timely receipt of contracted grant funds, deposit payments, and reconcile payments to fund statements monthly.

Fiscal Administration :

  • Collaborate with Grants Administration leadership to strategize, prepare, and submit fiscal components for grant proposals and renewals.
  • Collaborate with Grants Administration leadership on systemwide monitoring, strategy, and integration across community health grant budgets.
  • Manage petty cash disbursements for grant-funded teams.
  • Serve as a point of contact for grant-funded teams on purchase requests, monitor purchases charged to grant-funded cost centers, and provide recommendations on product selection to control cost and ensure compliance with funder requirements.
  • Collaborate with Grants Administration leadership to maintain accurate directory of grants and grant-funded personnel.
  • Monitor necessary grant-funded personnel allocation changes in PeopleSoft.
  • Provide fiscal support for an evolving Grants Administration team, including development of an expanding grants portfolio and establishment of a new grantmaking program.

Qualifications

Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Management, Public Administration, or related field preferred, or equivalent professional experience.
  • At least five years’ experience in healthcare, public health, social services, or medical financial environment.
  • Prior experience in fiscal grants administration, including grant budgets and fiscal reporting strongly preferred.

Competencies

  • Strong knowledge of financial processes, accounting principles, and grants administration practices.
  • Awareness of healthcare, public health, social services, or medical programmatic or operational needs as they pertain to fiscal administration.
  • Effective organizational and analytical skills.
  • Well-developed interpersonal skills with the ability to collaborate and develop professional relationships with diverse staff, leadership, funders, and contractors.
  • Ability to take initiative, think critically, and engage in creative problem-solving.
  • Strong computer skills, including Microsoft Office, Outlook, and grants and budget management related web applications.
  • Patience and willingness to support, educate, and collaborate with interdisciplinary teams.
  • Ability to independently manage multiple evolving contracts and timelines with strong accuracy and attention to detail.
  • Ability to travel to MGH Revere offices for training two to three days per week during training / orientation period.
  • Ability to travel to Assembly Row campus for two onsite days per month (option to work onsite more often if desired).
  • Ability to occasionally travel to hospitals and health centers as needed.
