Position Title : Senior Budget Analyst

Rate : $44.46 - $47.50 per hour
Work Hours : Monday-Friday, 8 hours / day, during standard business hours
Position Overview :
The Senior Budget Analyst performs advanced budget formulation, execution, and analytical functions to support FPS Region 9 financial operations . This position provides fiscal oversight, cost analysis, and strategic recommendations to ensure efficient and compliant financial management aligned with DHS and FPS financial policies and procedures.
Key Responsibilities :
- Support annual and multi-year budget formulation and planning activities.
- Analyze financial data, develop cost projections, and track commitments, obligations, and expenditures.
- Prepare budget justifications, spend plans, and financial status reports.
- Reconcile internal records with DHS financial systems to ensure accuracy and compliance.
- Develop and implement internal controls and process improvements for fiscal operations.
- Prepare presentations and reports for leadership and performance reviews.
- Coordinate with procurement, contracting, and program offices to validate and update funding data.
- Provide analytical and documentation support for financial audits and reviews.
- Maintain complete records and documentation per DHS and OMB guidance.
Minimum Qualifications :
Education : Bachelor's degree in Accounting, Finance, Business Administration, Economics, or related field.Experience : Minimum of 5 years of progressively responsible budget, accounting, or financial analysis experience in a federal or comparable environment.Eligibility : Must pass DHS suitability screening and pre-employment background investigation.Security Clearance : Ability to obtain and maintain a Public Trust (Moderate Risk) clearance due to access to FPS financial systems and sensitive data.Skills & Competencies :
Advanced understanding of federal budget formulation and execution , OMB circulars, and appropriations processes.Strong analytical, quantitative, and reconciliation skills for financial data analysis.Proficiency in Excel, SharePoint , and federal systems such as PRISM, FPDS-NG, or similar tools .Excellent written communication for reports, justifications, and briefings.Ability to work independently and produce timely, detailed, and accurate analytical deliverables.Experience developing cost estimates, tracking budget performance, and supporting audit compliance.Work Environment & Conditions :
Primarily onsite at FPS regional or district offices, with limited telework at FPS discretion.Office-based work with extensive computer and data system usage.Must adhere to DHS network access and IT security policies.Security Requirements :
Must comply with DHS citizenship and clearance requirements.Completion of IT Security Awareness Training and Rules of Behavior required prior to system access.
